Kasper, Chairman IN RE: APPROVAL OF C.E,T.A. TITLE VI COUNTY POSITIONS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairman, Ladies and Gentlemen: WHEREAS one of the methods utilized by the Federal Government to relieve unemployment is an expansion of the Public Service Employment program of C. E. T. A. (the Comprehensive Employment and Training Act of 1973); and WHEREAS for the period of January 9, 1975 to February 9, 1976, Title VI of C.E.T. A. has made $700,000 available for County jobs and an additional $100,000 for County employees assigned to the Oakland County office of the Michigan Department of Social Services; and WHEREAS the goal of Co E.T.A. Title II positions of transferring 50% of the partici- pants to permanent employment has been waived for the Title VI program; and WHEREAS a review of the County's Personnel needs which can be filled by applicants within the C. E, l.A. paid maximum salary of $10,000 plus fringe benefits has led to the belief that the County can both provide meaningful employment opportunities for the unemployed and cope with some of the County unmet personnel needs; NOW THEREFORE BE IT RESOLVED that the County of Oakland create the positions shown on the attached sheets for the period from January 9, 1975 to February 9, 1976 with the understanding that all salaries and fringe benefit costs for such positions are to be paid from C. E. T. A. funds. The Personnel Practices Committee, by Paul E. Kasper, Chairman, moves the adoption of the foregoing resolution.
