RE: TITLE II-B DIRECT PLACEMENTS AND TARGETED JOBS TAX 'WITS
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous Re-
solution No. 6456 and 8883 applied for and was granted the designation as Prime
Sponsor by the U. S. Department of Labor to administer the provisions of the Com-
prehensive Employment and Training Act of 1973 and the Comprehensive Employment
and Training Act Amendments of 1978; and
WHIBEAS on September 16, 1980 the Employment and Training Division re-
commended Attachment A for the funding of Direct Placements and Targeted Jobs Tax
Credits under CETA Title VII; and
WHEREAS concurrence with the Private Industry Council was not reached
on the funding of Direct Placements and Targeted Jobs Tax Credits; and
WHEREAS new funding sources were not available; and
WHEREAS Direct Placements and Targeted Jobs Tax Credits are an integral
part of the CETA program; and
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approve Title II-B OJT funds through the forfeiture process in the amount of S46,700
have been carried_ forward and are available to obligate for Direct Placements and
Targeted Jobs Tax Credits in the amount of S42,519.25 in accordance with Attachment
A; and
BE IT FURTHER RESOLVED that a written quarterly report for review of
performance objectives will be submitted to the Public Services Committee and the
Oakland County Board of Commissioners.
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners
be and is hereby authorized, to execute said modification.

ATTACIDENT A
DIRECT PLACEMENTS
Part ic ip ant s who are placed into unsubsidized
employment after receiving outreach, intake and
other CETA services, are categorized as Direct
Placements. There is no subsidized training
-involved. in this type of placement. These ". .
placements must -consist of a minimum of 20 hours
a week.
TARGETED JOBS TAX CREDIT
The Targeted Jobs Tax Credit (TJTC) is a program passed as part of
the Revenue Act of 1978 which provides private employers with a,
tax credit for hiring persons from seven targeted groups. The
seven groups are: 1) Economically disadvantaged youth aged 18-24,
2) Economically disadvantaged Vietnam-era Veterans under age 35,
3) Economically disadvantaged ex-felons, 4) SSI recipients,
5) General Assistance recipients, 6) Bureau of Rehabilitation
referrals, and 7) Youth aged 16-18 participating in a co-op
program. Of these groups, the Oakland County Prime Sponsor is
responsible for making eligibility determinations on the first
three target groups listed.
The tax credit given to employers is this: 50% of a participant's
first year wages up to $6,000.00 are eligible for the tax credit_
In the second year, the tax credit is 25% of the wages up to
$6,000.00.. From that, one can see a maximum first year credit
$3,000.00 and a maximum second year credit of $1,500.00. The
program recently received a one-year extension and will run
through .December 31, 1980.
