7107 MISCELLANEOUS RESOLUTION

IN RE: ESTABLISHMENT OF POLICY ON CONSTRUCTION PROJECTS CHANGE ORDERS
TO: OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS at their meeting of May 1, 1975, the Planning and Building
Committee proposed a policy relative to Construction Projects Change Orders,
and
WHEREAS said policy was reviewed by the Finance Committee, and
WHEREAS the Finance Committee r-oncurs with said proposed policy, and
WHEREAS it is the desire of the Finance Committee and the Planning and
Building Committee that said policy be legitimized by this Board of Commissioners,
in order that it will serve as a guideline for the affected departments.
NOW THEREFORE BE IT RESOLVED, that the following policy on Construction
Projects Change Orders be established:
1. The present procedure for all change orders requiring
departmental, Finance Department, and County Executive
review and approval prior to issuance of a change order
will continue, except as noted below.
2. Change orders that require funding that will exceed the
amount of funds available in the project work order will
not be approved or processed until the extra funding
has been approved by the County Board of Commissioners.
3. Major changes involving use of the facility, operations
of the programs or services to be provided, additional
floor area assignments*, will be submitted to the proper
committees of the County Board of Commissioners for
approvals prior to proceeding with the changes.
4. The committee of the Board of Commissioners responsible
for County facilities will receive monthly progress
reports on all projects exceeding $50,000 in cost which
will list pending and approved change orders for review
of changes being made on a project.
Mr. Chairman, the Finance Committee with the concurrence of the
Planning and Building Committee moves the adoption of the foregoing resolution.

A sufficient majority having voted therefor, resolution #7107 was adopted.
