IN RE: AUTHORIZATION TO FILE APPLICATION FOR
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, pursuant to Miscellaneous Resolution #6962 the County of Oakland
agreed to incur necessary costs, which are reimbursable, for the preparation and planning
of an application for Community Development Block Grant Funds; and
WHEREAS your Committee recommends that an application for Planning Grant
Funds in the amount of $875,000, under the Federal Housing and Community Development
Act of 1974, be filed by the County of Oakland.
NOW THEREFORE BE IT RESOLVED that the County of Oakland hereby authorizes
the filing of an application for Planning Grant Funds under the Federal Housing and
Community Development Act of 1974.
The Public Services Committee, by James W. Dun leavy, Chairman, moves the
adoption of the foregoing resolution

INTRODUCTION
The H-pusing and Community Development Act was signed into law by
'President Ford on August 22, 1974, The la -,,V was designed to •onsolidat
many of the categorical grant programs intO one block -type grzipt progrem,
It provides for the responsibility and authority to be placed with the
local elected officials as to the commuuity: needs and priorities,
The programs to be developed and implemented are extensive and shal
be in conformance with the following program purpose:
The primary objective of this program is the development .
of viable urban communities, to be achieved by providing decent
housing and a suitable living environment and by expanding
economic opportunities, principally for Persons ot low and .
moderate income, Consistent with this pr imary objective, the
federal assistance provided by this program is for the support
of activities . directed toward the following specific objectives:
----the elimination of slums and blight and the prevention of
blighting influences and the deterioration of property and
neighbm-bood and community facilities Of importance to the wel-
fare of the coamunity, principally to Persons of low and- mod-
erato income;
the elimination of conditions detrimental to holth, safety,
and public welfare, through code enforcement, demolition, in-.
terim rehabilitation assistance, and related activities;
----the conservation and expansion of the nation's housing . .
stock in order to provide a decent home and a suitable living .
environment for all persons, but principally those of low and
moderate income; .
----the expansion and improvement of the quantity and quality of
community services, principally for persons of low and moderate
income, which are essential for sonnd .cemmunity development and
for the development of viable urban communities;
----a more rational utilization of land and other natural re-
sources mud the better arrangement of residential, commercial,
industrial, recreational, and other needed activity centers;
----the reduction of the isolation of income groups within
communities and geographical areas and the promotion of an in-
crease in the diversity and vitality of neighborhoods through
the spatial deconcentration of housing opportunities for per-
sons of lower income and the revitalization of deteriorating
or deteriorated neighborhoods to attraCt persons of higher
income; and .
----the restoration and preservation of properties of special
value for historic, architectural, or esthetic reasons,
It is the intent of Congress that the federal assistance
made available through this program not be utilized to reduce
substantially the amount of local financial support for com-
munity development activities below the level of such support
prior to availability of such assistance,

allowed to address the Board. There were no Objections. Mk, Spinelli addressed
the Board.

Moved by Dearborn supported by Perimoff the resolution be amended by
"referring the County's share of the Grant to the Finance Committee for review
Moved by Perinoff supported by Dearborn the amendment be amended to also
refer the resolution to the Planning and Building Committee".
