HomeMy WebLinkAboutResolutions - 1981.06.18 - 14771MISCELLANEOUS RESOLUTION 81221 BY: FINANCE COMMITTEE, DENNIS MURPHY, CHAIRPERSON IN RE: CONSOLIDATED INFORMATION RESOURCES FOR COURTS AND LAW ENFORCEMENT (CIRCLE) GRANT ACCEPTANCE TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS Miscellaneous Resolution #8145 requires the Finance Committee to review acceptance of all grants that vary less than ten (10) percent from the grant appli- cation; and WHEREAS the Oakland County Board of Commissioners' by Miscellaneous Resolution #81039 authorized application of the Consolidated Information Resources for Courts and Law Enforcement (CIRCLE) Grant; and WHEREAS the subject grant covers the period of April 30, 1981 through March 31, 1982 and is in the amount of $181,940, the amount of the grant application; and WHEREAS of the $181,940, $71,265 (40%) is Federally funded and $110,675 (60%) is County funded; and WHEREAS acceptance of this grant does not obligate the County beyond the grant period. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accept the CIRCLE Grant in the amount of $181,940 and that the Chairperson of the Board of Commissioners is duly authorized to execute the attached agreement. BE IT FURTHER RESOLVED that pursuant to Rule XI-C of this Board, the Finance Committee finds that the $110,675, the County Match, is available in the 1981 Computer Services - CLEMIS Development appropriation and that no additional appro- priation is required. Mr. Chairperson, on behalf of the Finance Committee, I move adoption of the foregoing resolution. (CIRCLE) Class of Funds 0 0 III Date Su,77lary Revised PRO3 12-M: Oakland County, with a population of more than one million, is served by 57 Criminal Justice Agencies consisting of: 41 Police Departments Sheriff's Department - Oakland County Safety Division 10 District Courts Friend of the Court Circuit Court Probate Court Prosecuting Attorney The combined budget of these agencies is in excess of 85 million dollars annually. In 1979, 1.8 million dollars of this budget was expended for 10 separate computer systems. While these systems provide valued support to the individual disciplines, the means to share information between jurisdictional functions does not exist. Many of the same items of information are collected and maintained in each of the systems. OBJECTIVES: in order to eliminate redundant information and provide the means to mechanize sharing of data, a Consolidated Information Resource for Courts and Law Enforcement (CIRCLE) is being developed. CIRCLE consists of a data base managemen software package (DB/DC), the technical resources to maintain the data base master files, and the policies and guidelines to control the sharing of the data. The DB/DC software provides for consolidation of all criminal justice related information into a central data base and for the definition of correlational attributes of data items thus facilitating implementation of an integrated Criminal Justice Information System (CJIS) for Oakland County. While there are numerous CJIS projects across the country, a unique approach for the Oakland County CjIS is being proposed. Existing CJIS systems have evolved as separate S. Research for Courts and Law Enforcement (CIRCLE) OBJECTIVES: (continued) functions which are interfaced later to form the information system. This method is typically incomplete, inflexible, and difficult to maintain. Oakland County, on the other ,hand, intends to establish en integration facility; define the information linkages required; and develop guidelines necessary for a truly comprehensive information system. The combination of these is to be CIRCLE. The CIRCLE concept provides the means for an orderly progression of various - disciplines into an integrated CJIS. EVALUATION: The project will be evaluated based on the following criteria: 1. Selection and installation of Data Base/Data Communication software. 2. - Establishment and publication of CIRCLE policies and guidelines. 3. Initiation of Integration of the Law Enforcement Systems. 4.
