Dunleavy, Chairman IN RE: C.E.T.A. TITLE VI FUNDS - OAKLAND COUNTY TOURIST AND CONVENTION BUREAU Tn THE OAKLAND COUNTY BOARD OF COMMISSIONERS: Mr. Chairman, Ladies and Gentlemen: WHEREAS, the Oakland County Board of Commissioners has applied for and been designated Prime Sponsor to administer the provisions of the Comprehensive Employment and Training Act of 1973; and. WHEREAS, the Oakland County Board of Commissioners by Miscellaneous Resolution #6949 approved the initial allocation of the C.E.T.A. Title VI funds; and WHEREAS, the C.E.T.A. Law and Regulations permit the participation of private non-profit agencies for the provision of Public Service Jobs; and WHEREAS, the North Oakland Chamber of Commerce previously applied for C.E.T.A. Title VI funds; and WHEREAS, the Oakland County Board of Commissioners did not ratify Miscellaneous Resolution #7077 which would have awarded a grant to the North Oakland Chamber of Commerce in the amount of $16,181, WHEREAS, the North Oakland Chamber of Commerce has reconsidered and revised its request for C.E.T.A. Title VI funds. NOW, THEREFORE, BE IT RESOLVED that the Oakland County Board of Commissioners approves the revised budget in an amount not to exceed $14,515 as submitted by the North Oakland Chamber of Commerce on behalf of the Oakland County Tourist and Convention Bureau, and BE IT FURTHER RESOLVED that these funds shall be for the position of Sales Developer, effective June 15 and the position of Secretary, retroactive to the date of hire consistent with the attached budget. The Public Services Committee, by James W. Pontiac, Michigan 48053 Dear Members of the Public Service Committee; It is the express concern of the North Oakland Chamber of Commerce to better the community we live in through the best means available. It is for this reason the Chamber provided the initial vehicle to develop the Oakland County Tourist and Convention Bureau for the purpose of establishing Oakland County as an attractive convention center, this further promoting the second largest industry in our state. We feel that the convention bureau can and will be a progressive catalyst for the economic expansion of our County, and in the not so distant future be providing assistance for the establishment of • new jobs for the unemployed that will not have to be government subsidized. The Oakland County Tourist and Convention Bureau has been in operation for approximately one month and in this time can see its needs more clearly and feel that the bureau is in need of additional staff sooner than originally anticipated. Therefore, we request that those funds initially allocated for the position of Executive Director be trans- ferred to supply funding for a sales developer. This is a position that the bureau feels is critical to its first years success. We regret very much the controversies surrounding the CETA Title V/ funds applied for by the Chamber. We feel very strongly that great care was taken in hiring our personnel and that they were hired on the basis of qualifications and expertise directly relating to the needs of the tourist and convention bureau, and for no other reason. The important factor we feel that has to be looked at here is the success of a service organization that was developed to attract money into our County. This facotr is first and foremost In the minds of the Chamber of Commerce, the Tourist and Convention Bureau, and their directors. We don't want to see the bureau used for any other reason and we're sure you will join us in our concern. Both the Chamber of Commerce and its division (Oakland County Tourist and Convention Bureau) are non- partisan and non-profit organizations developed for the betterment of the community, not for the furthering of political philosophies. We sincerely hope you as elected officials, and business people, will join with our Board in doing everything possible to generate new business, new jobs, and new revenue in our County by accepting our request change. Earlier the Chamber mentioned that the main goal of the Oakland County Tourist and Convention Bureau will be to promote Oakland County as a convention center. The functions of this Oakland County Bureau are generally outlined as follows: 1. To further the interest of Oakland County either directly or indirectly by adding to its economic base. 2. To promote tourism within Oakland County by making available to its residents, transients, and potential visitors the many appealing aspects of our County. 3. To provide a service that will entice the proper accommodations, restaurants, and other facilities to expand within the County. 4. To assist with the coordination and promotion of all Oakland County: a. Historical sites; i.e., Franklin Village, recently admitted to the National Historic Register; Botsford Inn in Farmington, Michigan's oldest inn, still providing food and lodging. b. Tourist attractions; i.e., the Detroit Zoo in Royal Oak, Meadowbrook Hall and Theatre in Rochester, Cranbrook Education Center in Birmingham. c. Parks and recreation facilities; i.e., Springfield Oaks, used for shows and exhibits; Addison Oaks, used for local seminars and business meetings. Because the Oakland County Tourist and Convention Bureau will be aiding business expansion throughout the County, it will also indirectly assist in the procuring of jobs for its unemployed residents. 6. To research and contact the many convention groups and planners in order to ascertain whether the Oakland County Tourist and Convention Bureau can be of service to their organizations. To offer them our assistance in planning a future convention in the Oakland County area and making available to them information regarding sleeping accommodations, restaurants, exhibit halls, etc. Needless to say, conventions do not just happen. A great deal is done prior to a convention's decision to arrive in Oakland County or anywhere else. Therefore, the Bureau needs a sales developer to research not only past conventions, their size, type and needs but to develop informational input regarding other organizations and associations that have not been contacted. The sales developer will keep up-to-date records of all convention activities locally, statewide, and nationally assisting the Bureau in directing its sales efforts. The secretarial position which we applied for earlier is self explana- tory. No office can operate effectively without a well-qualified secretary to see to the day-to-day office operations; i.e., general and specific correspondence, etc. We are applying for CETA, Title VI, funding because of the critical need to fill these positions. Enclosed please find a list of the Oakland County Tourist and Con- vention Bureau's Board of Directors to date. This Board is still in the process of being expanded until we have representatives from all businesses directly relating to the Tourist and Convention Bureau as well as a complete cross section of the County geographically. The Chamber is a non-profit organization that has been established for the betterment of the community, and I hope I have generally familiar- ized you with our newest program. We hope you will give our request every consideration and join with us in support of what we feel will be a shot in the arm to the economic expansion of our entire county. Sincerely, Earl A.
