IN RE: COMPOSITION OF THE SOUTHEASTERN MICHIGAN PUBLIC TRANSPORTATION
AUTHORITY BOARD
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, it has been generally agreed that implementation of a comprehensive public
transportation program for Southeastern Michigan requires that the composition of the SEMTA
governing board be changed; and
WHEREAS, the principle of one man, one vote, has been determined to be the fairest
method of structuring public governing bodies; and
WHEREAS, there is no compelling reason for this principle to be abandoned in restructuring
the SEMTA Board; and
WHEREAS, because the State of Michigan will be an important participant in development
and implementation of a public transportation system in Southeastern Michigan, the State
should also have representation on the SEMTA Board.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby urges the Michigan Legislature to pass legislation which would cause the SEMTA Board

• geographical Unit based on the .following formula: each geographical unit shall be oli .glble
to appoint one member to the SEMTA Board for every 300,000 residents in that unit. Based on
the 1970 U.S. Census, the Board composition shall be as follows:
Detroit 5 members
Wayne (excluding Detroit) 4 members
Oakland 3 members
Macomb 2 members
Governor and/or SE/v1COG 3 members
The members of the SEMTA Board shall be appointed for a set term, and the composition of the
Board shall be examined every five years and adjustment shall be made to reflect the changes
in population c'stribution.
The Planning & Building Committee, by Patrick M. Nowak, ,_Chairman, moves the
adoption of the foregoing recolution.

Moved by Dunleavy, supported by Mon;an!e, that the Committee report
back out Resolution #7329 regarding the Composition of the SEMTA Board
with an affirmative vote.
Moved by Dearborn, supported by Pemick„ that the Committee recommend
to the Board an amendment to Resolution #7329 that the appointments to th e
SEMTA Board be made by SEMCOG.
Arnentrnent failed, and Dr. Montante called the question.

Ayes: Montante, Wilcox, ,Patterson, Dunleavy and No .wa.k.
Nays: z Dearborn, Fortino, Pernick and Daly.
Absent: Roth.
Motion carried.

Moved by Nowak supported by Aaron the report be accepted.
Moved by Pernick supported by Daly the report be arlonded indicating that
commissioners voting for the report were Montante, Wilcox, Patterson, Dunleavy,
and Mowak and voting against were Dearborn, Fortino, Pernick and Daly.
A sufficient majority having voted therefor, the motion carried.
