IN RE: RENEWAL. OF LAW ENFORCEMENT SERVICES AGREEWNT - AVON TOWNSHIP
TO THE OMAND COUNTY BOARD OF -COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:-
WHEREAS, it is the policy of the Oakland County Board of
Commissioners to permit the Sheriff's Department to enter into contract:
with townships for the provision of additional Sheriff's patrol services; and
WHEREAS, the Oakland County Board of Commissioners by 'Miscellaneous-
Resolution #6818 of October 3, 1974 provided that in the succeeding three- years.'.
all services rendered to any unit of government shall be consistent with. the
actual cost to the County of Oakland.; and
• WHEREAS, Miscellaneous- Resolution t6818 further established that
first year contract costs were to be consistent with p -tesent Contractn. effect •
as of October. 3, 1974 and that commencing the second. year -the -::ownhip will pay.
the base contract price: plus 50% of the difference of actual cost and contract
price and that commencing with the third year the township will pay the full
actual cost; and
WHEREAS, the township of Avon wishes to renew an existing contract
for five patrolmen which expired March 31, 1975 as well as entering into a .
new contract for two additional patrolmen;
NOW, THEREFORE, BE IT RESOLVED that the OWtand County Board of
Commissioners directs the Sheriff's Department to negotiate both : the renewal
of the existing Avon Township contract and the prop7r.od new contract for two
patrolmen at the second year cost consistent with the attached schedule.
BE IT FURTHER RESOLVED that such contracts for renewal and new
Sheriffs patrol services are subject to the review and approval of the Public

The Personnel - Practices Committee reports Miscellaneous Resoution #68I8 and recommends
that contracts for new C.E.T.A, positions only be negotiated with the townships to the full cost of
the positions.

To the Oakland County Board of Commissioners
Mr. Chairman, Ladies and Gentlemen:
WHEREAS the Oakland County Board of. .Comnissioners . by Miscellaneous Resolution 955s8 applied .-
for and was granted the designation by the U. S. Department of Labor of Prime Sponsor to administer -
the provisions of Title 11 of the Comprehensive Employment and Trainira7,1 Act of 1973; and
WHEREAS the Oakland County Board of Commissioners by Miscellaneous ResolutiOn :"/6761 authorized
the Manpower staff to file a grant application for C.E.T.A. Title jI funds in the amount determined by
the U.S. Department of Labor; and
WHEREAS Oakland County's C.E,T.A. Title. 11 Grant Applinnt_lon has been Flied -7,fle approved by
the U.S. Department of Labor; and
WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution 96788 . accepted .
the C.E.J.A. Title II Grant Award in the amount of $2,834,900; and .
WHEREAS the majority of these funds, have been allocated to participating local unfts of
government; and
WHEREAS the townships of Avon,. Commerce, Highland, independence, Oakland and Orlon have
expressed a. desire to utilize all or a . portion of their respective C.E.T.A. Title II allocation for
the purchase of additional patrol services from the Oakland County Sheriff's Department; and .
WHEREAS such contractual arrangements are permissible under C -,E,T,A Title Ti regulations;.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners enter into
contracts with the townships of Avon, Commerce, Highland, Independence, Oakland and Orion for the
provision of additional Sheriff patrol services.
BE IT FURTHER RESOLVED that said contracts be consistent with C.E.T.A. Title H regulations.
and funding periods with all costs -born by the C.E.T.A. Title 1[ funds and the respective townships.
BE IT FURTHER RESOLVED that the C.E.T.A. Title 11 Sheriff's Patrol Servioes for Townships .
of Avon, Commerce, Highland, Independence, Oakland and Orion Townships be referred to the Personnel :
Practices and Finance Committees,

the succeeding three years all services rendered to any unit of government shall be consistent with
actual cost to the County of Oakland", Mr. Gabler clarified this to mean the first year to be con-
sistent with present contract, .second year the township will pay contract price Plus 50'i of the difference
of actual cost and contract price and third year the township wili pay the actual cost.

Mr. Chairman, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution 46546 applied
for and was granted the designation by the U.S, Department of Labor of PrimeSponsor to administer the
provisions of Title It of the Comprehensive Employment and Training Act of 1973; and .
WHEREAS the Oakland County Board of CommisSioners by Miscellaneous Resolution ;,=676l ..authori7ed-
the Manpower staff to file a grant application for C.E.T.A., Title II funds in the amount determined by
the LKS,-Department of Labor; ond
. WHEREAS Oakland County's C.E,T.A, Title it Grant Application has been filed and approved by
the -U,S. Department of Labor; and
WHEREAS the U.S. Department of Labor has recently notified Oakland County of an increase in
the C.E.T,A. Title II grant from $2,834,900 to 53,637,669,
NOW THEREFORE BE IT RESOLVED that the Oakland County. Board of Commissioners accept the
supplemental .C.E.T.A. Title Ii allocation in the amount of S802,769; and
BE IT FURTHER RESOLVED that the distribution of these funds- be consistent with the attached .
allocation budget.
