IN RE: Employment and Training Equal Employment Opportunity/Affirmative Action Plan
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution
No. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the
U. S. Department of Labor to administer the provisions of the Comprehensive Employ-
ment and Training Act of 1973 and the Comprehensive Employment and Training Act
Amendments of 1978; and
WHEREAS this document would be considered an addendum to the 1981 Annual
Plan narrative; and
WHEREAS it has been mandated by C.E.T.A. Regulations Section 676.53 that
each recipient shall establish an Affirmative Action Plan; and
WHEREAS C.E.T.A.'s EEO/AA policy will be in agreement with Oakland County's
Affirmative Action policy; and
WHEREAS all directors, supervisors, managers, and personnel including
business subcontractors and subgrantees shall be apprised of this policy and shall
be required to actively support, promote and achieve equal opportunity; and
WHEREAS the Prime Sponsor will periodically monitor its own employment
practices and facilities as well as those of its subrecipients to measure progress
made toward achieving the EEO/AA programmatic goals.
WHEREAS this plan has been reviewed and has been recommended by the
Employment and Training Planning Council on May 20, 1981.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approve the C.E.T.A. Equal Employment Opportunity/Affirmative Action policy
BE IT FURTHER RESOLVED that Equal Employment Opportunity will be recognized
as a guideline for the administration of C.E.T.A. programs.
Mr. Chairperson, on behalf of the Public Services Committee, I move the
adoption of the foregoing resolution.

The CETA Act of 1973 ensures all CETA participants certain rights and
benefits. Oakland County as Prime Sponsor is required to adopt and
Annual Plan, which includes the EEO Policy and the implementation of
same. EEO principles further ensure that all services and training
activities are made available to the significant segments on an equit-
able and impartial basis.
Section 132(a) of the CETA Act states: "No person in the United States
shall on the grounds of race, color, religion, sex, national origin,
age, handicap, or political affiliation or belief be excluded from
parLicipation in, be denied the benefits of, be subjected to discri-
mination under, or be denied employment in the administration of or in
connection with any program or activity funded in whole or in part
with funds made available under this Act".
Section 103(b)(15) states: "To receive funds for any fiscal year
a prime sponsor shall submit an annual plan, which shall include a
description of an affirmative action program for outreach to and
training, placement, and advancement of handicapped individuals in
employment and training programs under this Act . . ."
Section 121(b)(1)(A) states: "Employment and training opportunities
for participants shall be made available by prime sponsors on an equit-
able basis in accordance with the purposes of this Act among significant
segments of the eligible population giving consideration to the relative
numbers of eligible persons in each such segment."
The Equal Employment Opportunity policy statement commits the CETA
program to positive actions in order to remedy the effects of discrim-
ination. The Affirmative Action Plan is a statement of goals, time-
tables and programs indicating how the Prime Sponsor plans to move from
his/her current status to parity.
The CETA EEO/AA Plan describes plans to develop Skills and job opportunities
(for CETA participants) in occupations traditionally limited (less than
25% of the labor force) to members of the opposite sex. If artificial
or architectural barriers are identified corrective action will be required
in order to remove them.
The Prime Sponsor will establish steps to utilize all and minority owned
business sources, including those owned by =men. CETA is committed to
outreach to training, placement, and advancement of handicapped individuals.
A staffing chart of the Prime Sponsor staff is included by age, race, sex,
and national origin, cross-tabulated by major job category. When estab-
lishing a benchmark for determining under-utilization of significant
segments you must consider the general population of the area labor
force (including unemployed) and CETA eligible population. Presently
the Employment and Training Administration is awaiting revised 1980 U.S.
Census Bureau demographic information that will affect our projections
for 1981_
