ORDINANCE NO. 16
An Ordinance to provide for Special control of high
speed boating and water skiing on Cass Lake, a lake within the
County of Oakland, State of Michigan.
The County of Oakland, State„'of Michigan, ordains:
Section 1. On waters of Cass Lake, Oakland County,
Michigan, it is unlawful:
(a) Between the hours of 9:00 P.M. and 6:30 A.M. of the
following day to operate a vessel at high speed or have in tow
or otherwise assist in the propulsion of a person on water skis,
water sled, kite, surfboard, or similar contrivance.
(b) At any time to operate a vessel in excess of 50 miles
per hour (80 kilometers per hour). '
(c) To operate a vessel in excess of a slow-no wake speed
in the northerly tip of Coles Bay, Waterford Township, within the
north 1/2, northwest 1/4, southwest V4, of Section 35, T3N, R9E.
Section 2.
If any Section, Paragraph, Sentence of this Ordinance shall
be held invalid the same shall not affect any other part of this
Ordinance.

Dear Mr. Allen:
An emergency watercraft control for Cass Lake, Waterford and West
Bloomfield Townships, Oakland County, was filed with the Secretary
of State on September 15, 1975, and became effective immediately
as an emergency rule established by the Governor. Enclosed is a
copy of this rule.
To insure compliance and prevent unreasonable prosecutions, the area
under control should be signed. We have made arrangements with
Michigan State Industries at Jackson to Make such signs as are nec-
essary at a reasonable cost. These follow the State Waterways Marker
System, and are designed to post along waterways where they serve to
notify the boater of controls. The signs sell for approximately
$5.00 each. They should be ordered through this office where we will
assist you, if necessary, to engineer locations and to insure uniformity.
Signs are billed and shipped to the local unit of government,

SPECIAL LOCAL WATERCRAF
Filed with the Secretary of State on
This rule takes effect immediately upon filing with the Secretary of State
(By authority conferred on the commission, of natural resources by section
12 of Act No. 303 of the Public Acts of 1967. as amended, section 250 of
Act No. 380 of the Public Acts of 1965, and section 48 of Act No. 306 of
the Public Acts of 1969, as amended, being § 281.1012, 16.350 and 24.248
of the Michigan Compiled Laws)
Finding of Emergency
Recent excessive precipitation has resulted in an extreme high water level
situation on Cass lake with flooding of adjacent properties. The high
water levels and flooding have created a potential hazard to persons and
property in the area which necessitates a reduction in watercraft speeds
on Cass lake. Consequently, an emergency exists within the meaning of
section 48 of Act No, 306, Public Acts of 1969, as amended. This rule is
necessary for the preservation of the public health, safety and welfare.
Cass lake, Waterford and West Bloomfield townships, Oakland county,
slow - no wake speed.
On the waters of Cass lake, it is unlawful for the operator of a
vessel to exceed a slow - no wake speed.
This rule shall expire ninety (90) days after filing with the Secretary
of State,
