Lanni, Chairperson IN RE: Close Out of STIP (Skilled Training. Improvement Program) for Fiscal Years 1979 and 1980 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolutions No. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the U. S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments of 1978; and WHEREAS the Oakland County Board of Commissioners approved by Resolution No. 8719 (Attachment A) an appropriation of $2,364,967 new funding for the Title III STIP program for expenditures during the fiscal years 1979 and 1980. WHEREAS the total allowable program funding after the administra- tive dollars were transferred into the Administrative Cost Pool was S1,927,179.00 (Attachment B). WHEREAS the total expenditure for the STIP program for fiscal years 1979 and 1980 total $1,609,967.39. WHEREAS the Department of Labor requires a close out of the STIP grant by March 20, 1981 (Attachment C), NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approve the close out of the Title III STIP program for fiscal years 1979 and 1980. BE IT FURTHER RESOLVED that the Chairperson of the Board of Caumissioners be and is hereby authorized to sign said close out. In Testimony Whereof, I have hereunto set my hand and affixed the seal of said County at Pontiac, Michigan 30th November this.....................day ATTAGSIENT B STIP PROGRAM NARRATIVE The Skilled Training and Improvement Program was for two fiscal years (starting on 10/1/78 and ending on 9/30/80) and was set up to service the long term economically disadvantaged (unemployed 15 out of the previous 20 weeks), whose family income falls at or below 70% of the lower living standard. The STIP programs were geared to expand the level and *prove the quality of skilled training and subsidized On- the-Job-Training opportunities. The STIP program offered Classroom Training and On-the-Job-Training to the disadvantaged person. The total amount of program funds received was $1,927,179 after the admin- istrative contribution was made to the Administrative Cost Pool. The total expenditure for the STIP program was $1,609,967.39 and this left a balance of $317,211.61 which must be deobligated from the Prime Sponsor back to the Department of Labor. The STIP program served 364 new and transferred participants in the two years. These participants were all long term economically disadvantaged. 3. ANNUAL PLAN NO. 2.
