Shall the Farmington City Charter, Section 6,7(e), relating to the rules and organization of the
Council, be amended to remove the requirements that the proceedings of the Council, or a
summary thereof, be published within ten days of the meeting, be approved by the Mayor, and
show the substance of each separate proceeding of the Council, and replace it with language
stating that minutes of the proceedings of the Council shall be prepared in accordance with the
state statute governing open meetings, which currently requires draft minutes within 8 business
days of the meeting and approval by the Council?

Shall the Farmington City Charter, Section 7.5, relating to penalties for violations of ordinances,
be amended to delete the language stating that a violation of any ordinance shall be punished
by a fine of $500 or imprisonment for 90 days, or both, and replace it with language stating that
each ordinance shall state whether a violation of its terms is a criminal misdemeanor or a
municipal civil infraction and shall set forth the punishment for a violation, including applicability
of fines, in accordance with applicable statutes?
