Lanni, Chairperson IN RE: CLASSROOM TRAINING , CETA TITLE I1B, FY 80 CARRY FORWARD FUNDS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolutions No. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the U.S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments of 1978; and WHEREAS S905,203.00 JIB monies has been carried forwarded unobligated of which $347,442.00 has been allocated to Classroom Training IIB Program Activity; and WHEREAS it is recommended that the $347,442.00 be utilized to initiate Tuition Cost Classroom Training Programs and to pay the allowance. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the implementation of Tuition Cost Classsroom Training IIB Programs to cover the tuition and allowance payments. BE IT FURTHER RESOLVED that a written quarterly report for review of performance objectives will be submitted to the Public Services Committee and Oakland. County Board of Commissioners. BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners be and is hereby authorized to execute said contracts in accordance to the attached criteria. Mr. Chairperson, on behalf of the Public Services Committee, I move the adoption of the foregoing resolution. PUBLIC SERVICES OOMMIITEE V. Criteria a. The training institution must be licensed by the State of Michigan to provide the specific occupational training. b. The training institution must be located in Oakland, Wayne, Macomb, Livington, Genesee or Washtenaw County. c. The training must be an occupational area that has a job market potential. d. The training institution must agree to complete and submit participant allowance verification on a bi-weekly basis; and student progress reports on a quarterly basis. e. The training cost cannot be more than that which is charged to a regular paying student. Training cost may include registration fees, books, lab fees and tuition. f. The training institution must provide an accumulative record of placement service to all students that complete the troining. T"ci,', training must be in an occupational area 'thereby the mi entry wage is 84.00 per hour or higher. h. The length of training may be for any length of time providing it commences by 09/30/81 and ends no later than 09/30/82. i. Adheres to the Prime Sponsor reporting requirements; contract stipulation; and in accordance to the rules and regulations of the Department of Labor and CETA Regulations. g. 01072 March 5, 1931 Moved by Lanni- supported by Patterson the resolution be adopted, Discussion followed. Moved by Gabler supported by Montante the resolution be amender. under V. Criteria "Paragraph G" by striking the amount of '$4,00' and inserting the of 1 53.35' A sufficient majority having voted therefor, the amendment carried.
