Lanni., Chairperson IN RE: FY 1981 CARRY FORWARD TITLE I I-B FUNDS FOR =EH WORK EXPERIENCE TO THE OAKLAND COUNTY BOARD OF COMISSIONEFS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolutions No. 6546 and 8883 applied for and was granted the designation as Prime ":.,ensor 1 U. S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments of 1978; and WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution No. 9562 identified the FY 1981 Title II-B Youth Wor17 sdhrecipient funding level at $1,026,426; and IMEREAS the Prime Sponsor has identified a FY'80 Title II-B unobligated carry forward balance of $905,203, of which $357,761 has been reserved for Title II-B Youth WorL T'77,--rience; and WHEREAS the Oakland. County Board of Commissioners by Miscellaneous Resolution No. 9562 approved Title II-B Youth Work Experience contracts with subrecipients for the amount of $1,026,426 (Attachment A); and WHEREAS the already allocated sum of $1,026,426, when subtracted from the total II-B Youth Work Experience allocation. of $1,384,187, provides $357,761 available for subrecipient allocation; and WHEREAS the Youth and Manpower Planning Councils have apProYr' the method of selection and subrecipients identified in Attachment B to this resolution_ NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Camissioners approves to contract CETA Title IT-B Youth Work Experience with the subrecipients in accordance with the attached schedule. BE IT FURTHER RESOLVED that no less than 75 percent of the allocation will be used for program and no more than 5 percent will be used for administration and no more than 25 percent will be used for a combination of administration and client services. BE IT FURTHER RESOINFD that a written quarterly report for review of performance objectives will be submitted to the Public Services Cormittee and the Oakland. County Board of Coranissioners. BE IT FURTHER RESOLVED that the Chairperson of the Board. of Commissioners be and is hereby authorized to execute said contracts.
