HomeMy WebLinkAboutResolutions - 1981.05.21 - 15301FISCAL NOTE BY: FINANCE COMMITTEE, DENNIS MURPHY, CHAIRPERSON IN RE: MISCELLANEOUS RESOLUTION 1181168 - OAKLAND LIVINGSTON HUMAN SERVICE AGENCY SENIOR CITIZENS HOMEBOUND MEALS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: Pursuant to Rule XI-C of this Board, the Finance Committee has re- viewed Miscellaneous Resolution 1181168 and finds the amount of $75,000, for Senior Citizens Homebound meals, available in the 1981 Contingency Account. The Board of Commissioners appropriates $75,000 from the 1981 Con- tingency Account and transfers said amount to the 1981 Human Services Agency Appropriation as follows: 990-02-00-9990 Contingency (75,000) 167-01-00-3549 OLHSA-Sr. Citizens Meals 75,000 -0- Further; Oakland Mobile Meals, Inc. shall receive $1,000 of this $75,000 appropriation from OLHSA for this purpose. FINANCE COMMITTEE Miscellaneous Resolution 81168 May 7, 1981 BY: HEALTH AND HUMAN RESOURCES COMMITTEE IN RE: OAKLAND LIVINGSTON HUMAN SERVICE AGENCY SENIOR CITIZEN HOMEBOUND MEALS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the homebound delivered meals program is designed to improve the quality of life for indigent seniors who are restricted to their homes; and WHEREAS the Oakland Livingston Human Service Agency (OLHSA) currently operates a homebound delivered meals program in Oakland and Livingston counties which is funded through Title III-C of the Older American Act; and WHEREAS the need for meals far exceeds what OLHSA can provide with current funding and there are currently at least three hundred and nine (309) elderly persons waiting to receive homebound delivered meals; and WHEREAS it has been proposed by the County Executive to allocate $75,000 for the purpose of serving three hundred and nine (309) homebound Oakland County senior citizens with one hot meal daily. NOW THEREFORE BE IT RESOLVED that the amount of $75,000 be allocated to the Oakland Livingston Human Service Agency for the purpose of providing one hot meal daily to three hundred and nine (309) homebound Oakland County senior citizens for the period between May 18, 1981 and December 31, 1981. Mr. Chairperson, on behalf of the Health and Human Resources Committee, I move the adoption of the foregoing resolution. 132 52 OAKLAND COUNTY HOME DELIVERED ::7.7LS 3T RATIONALE The Homebound Delivered Meals Program is designed to improve the quali of life for the poor and impoverished seniors who are restricted to their homes. The n .;eals program provides a service to the elderly that may prevent or delay premature institutionali- zation thus reducing the cost of prolonged hospitalization or residence in a nursing home. The program also helps seniors to recover from surgery or illness in their own home enabling them to attend a congregate site or prepare their own meals. Through the assessment/reassessment portion of the prcgr!N other needs can be determined and referred and the lifestyle, as well as the nutritional status, of the seniors is further improved. EAM7-7= The Oakland Livingston Human Service currently operates a home delivered meals program in Oakland and Livingston Counties. The meals program is funded thro7h Title III-C of the Older Americans Act, with the funds being distributed to fffice of• Services to the Aging and then channeled to Area Agencies who aporciate the monies to the respective service delivery agencies.
