RE: JAIL ADMINISTRATOR

TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS
MR. CHAIRMAN, LADIES AND GENTLEMEN:
WHEREAS, the Jail Complex provides complete jail service
facilities including space orovisions for the development and
adoption of rehabilitation programs, as the idea of confinement
for violation of the law is not based upon punishment but upon
the expectations of rehabilitation and returning as a useful
member of society; and - -
WHEREAS, the Sheriff is the Chief Administrative Officer
of the County, who executes the mandates of the Courts and en-
, forces order; .and
WHEREAS, the internal operation of the Jail is becoming
ever-increasing and equally complicated and makes it difficult to
implement an effective rehabilitation program as well as other
administrative functions.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board
of Commissioners immediately take the necessary steps to create
•the position of an Oakland County Jail Administrator.
BE IT FURTHER RESOLVED that the Jail Administrator implement
the developed Rehabilitation Program and other administrative func-
tions for inmates housed in the Oakland County Jail.
Mr. Chairman, I move the adoption of- the foregoing resolution.
Moved by Lennon supported by Quinn the resolution be referred to the
Personnel Practice Committee and Public Protection and Judiciary Committee.
