IN RE: PROPOSED LOCAL ROAD GRAVEL PROGRAM
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS the Board of County Road Commissioners has presented your Committee
with a Proposed Local Road Gravel Program to make needed repairs to 1,215 miles of County
roads with three inches of gravel; and
WHEREAS the estimated cost of said County road repairs is $4,860,000.00 to be
paid as follows:
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby approves the concept of the Local Road Gravel Program as presented by the Board of
Oakland County Road Commissioners.
The Transportation and Aviation Committee, by E. Frank Richardson, Chairman,
moves the adoption of the foregoing resolution.

SUBJECT: Proposed Local Road Gravel Program
There are 2546 miles of roads under County Road Commission jurisdiction of
which 1324 miles are gravel. All but 109 miles of these roads are on the "local"
road system which has had inadequate financing for many years. During the past
few weeks and months, there has been ample evidence that nearly all of these roads
are badly in need of substantial amounts of gravel.
There may be a few exceptions but, generally this gravel road system will
continue to fail and otherwise be frequently unsatisfactory until a system wide up-
grading is accomplished. On most roads, the type of improvement that would be
most useful to all concerned at a relatively low cost, would be to apply gravel at an
average depth of 3 inches throughout. Some roads would need more, some might not
need that much. A summary of the work is as follows:

Needless to say, the cost of this program is well beyond Road Commission
financial ability which even with the new increased revenue will provide only 2.7
million dollars per year for all types of maintenance work on the 1792 mile local road
system which includes 577 miles of paved roads. There is also the statutory require-
ment that local road improvements be matched. It is therefore absolutely necessary
that participation be sought from other responsible sources.
In view of the statutory responsibility of the Board of County Commissioners
and also townships, we request an immediate commitment of non-tax surplus funds
from the county general fund to pay one-third of the cost of the program.

If any township failed to commit their share, the program could be reduced
accordingly or they might be given an opportunity to complete the program in 1974.
Much of the work would have to be done by taking public bids from contrac-
tors and perhaps some savings could be realized from the large quantities involved.
A breakdown of the mileages, quantities and costs are attached.
