IN RE: AWARDING OF CONTRACT FOR PROJECTS 73-6 AND 73-8 - PAVING OF
ADMINISTRATIVE ANNEX II PARKING LOT AND CREDIT UNION DRIVE
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS bids have been received for the paving of Administrative Annex 11 parking
lot and Credit Union drive; and
WHEREAS the Buildings and Grounds Committee recommends that the low bid of
$54,000.00 of Wolverine Asphalt Paving, Inc., Drayton Plains, Michigan, be accepted,
said recommendation being concurred in by the Finance Committee;
NOW THEREFORE BE IT RESOLVED as follows:
1. That the bid of Wolverine Asphalt Paving, Inc. , Drayton Plains, Michigan,
be accepted and the contract awarded in concurrence with the Buildings and
Grounds Committee action on August 20, 1973.
2. That the Chairman of the Board be and he is hereby authorized and directed to
execute a contract with Wolverine Asphalt Paving, Inc., Drayton Plains,
Michigan, on behalf of the County of Oakland.
3. That this award shall not be effectiye until the awardee has been notified in
writing by the Oakland County Board of Auditors.
4. That pursuant to Rule 11, C of this Board, the Finance Committee finds the total
project funding sum of $60,500.00 available from the Utility Fund as follows:
Construction (low bid) $54,000
Landscaping 2,500
Construction Supervision 2,000
Administrative 100
Quality Control & Testing 500
Contingency 1,400
TOTAL FUNDING: $60,500
The Finance Committee, by Fred D. Houghten, Chairman, and with the concurrence
of the Buildings and Grounds Committee, moves the adoption of the foregoing resolution.

Dear Commissioners:
On August 9 bids for the referenced project were received.
Eight firms had taken out Plans and Specifications but only two
bids were received as shown on the attached Tabulation of Bids.
The low bidder, Wolverine Asphalt Paving, Inc., is a new
firm formed within the last few months. The president was
formerly involved with another contractor that has done work
for the County and had a responsible position with that firm.
We have checked out references on the new firm and found them
to be satisfactory; and also based on the fact that the firm
will be bonded for the work, it is recommended that a Contract
be awarded to Wolverine Asphalt Paving, Inc., in the amount of
$54,000.00.
Total funding to be allocated from the Utility Fund for
this project is as follows:
Construction (low bid)--------$54,000
Landscaping 2,500
Construction Supervision------ 2,000
Administrative 100
Quality Control & Testing 500
Contingency 1,400
TOTAL FUNDING: $60,500
A total of $111,000 was listed in the County's 1973 Capital
Program for this project.

FINAL COST ESTIMATE
Projects 73-6 8 73-8 June 15, 1973
Listed below are the cost estimates for renovating and expanding
the existing parking lot to 157 spaces to serve the Administrative
'Annex II and for increasing the width of Credit Union Drive to 20 feet •
from the present 13 feet. The .Administrative Annex II Parking Lot
construction was listed in the 1973 County Capital Program under
Utilities with a total estimated cost shown as *111,000. The final
detailed cost estimate for this work is.'considerably less than the
amount listed in the Capital Program. The Credit Union Drive project
was not listed in the 1973 Capital Program; but because of the safety
hazard with the present width and the minor cost involved, approval
to bid that work as an alternate with the Administrative Annex IT
Parking Lot project is being requested.
