Lanni, Chairperson RE: MODIFICATION TO CETA FISCAL YEAR 1981 PLANNING FUNDS - TITLE VII, PRIVATE SECTOR INITIATIVE PROGRAM TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Re- solutions NO. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the U.S. Department of Labor to administer the provisions of the Com- prehensive Employment and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments of 1978; and WHEREAS the Oakland County Board of Commissioners by Miscellaneous Re- solution No. 9626 approved the Fiscal Year 1981 Annual Plan - Title VII Private Sector Initiative Program in the amount of $1,429,000; and WHEREAS the :Department of Labor, by CETA Letter 81-16 adjusted the total Title VII funds to $1,393,505; and WHEREAS Section 679.5 (c) of the CETA Regulations requires Private Industry Council concurrence of the Title VII Annual Plan, including all modi- fications; and WHEREA S at a regular meeting of the Private Industry Council on February 13, 1981, with a quorum of Council members present and voting, the Council approved the Fiscal Year 1981 Annual Plan (see attached schedule) in the amount of $1,393,505. missionerS approve the Title VII Annual Plan in accordance With the attached schedule. Spinelli, Executive Officer-Operations, County Executive Offic Subject This may or may not become an issue on the floor today. This subject was heatedly discussed with the Public Services Committee on April 14 7 1981, and was tabled. It also was debated at the Manpower Planning Council on April 22nd, The original vote was seven in favor of the Prime Sponsor's policy with four against. It requires a two-thirds majority and at the time we thought the Prime Sponsor's policy was recommended for defeat, However, a review of the minutes and the voting record indicates that one yea and two nay votes should have abstained due to conflict of interest and, therefore; the minutes will be amended to read: "The policy was approved by a six to two vote which is required as a result of a two-thirds majority of those in attendance." Since this subject was tabled by the Public Services Committee, it would be the staff's recommendation that any discussion by the Board be de:F=ed until the Public Services Committee has had an opportunity to review the Prime Sponsor's policy concerning wage limitations for 0n-the-Job Training contracts, This came about as a result of MS. Cherie Yuronis (Royal Oak Intake) trying to get an OJT contract approved for a $20,000 position ($9.61 per hour), which is in excess of the Prime Sponsor's approved recommendation for entry level positions.
