Nowak, Member The Pe'rsonnel Practices Commit tee, Marrlf.AvVc.,.3.artoo(134c.4.4akicado.ixmoves the adoption of the foregoing resolution. 1 Year 2 Year 3 Year Base BOARD OF COMMISSIONERS MEETING December 20, 1973 PERSONNEL PRACTICES ITEMS ON AGENDA _ ESTABLISH NEW CLASSIFICATION AND SALARY RANGE FOR DIRECTOR OF AUXILIARY SERVICES, -Re turning from Finance Committee with a Positive fiscal note, - Position is at Oakland County Hospital. - Person doing job is now classified as "Supervisor of Patient Services"' which has a salary range Of: • Base 1 Year 2 Year 3 Year 4 Year $7,797 $8,141 $8,485 $8,829 $9,173 - She is at the $9,173 step.• - She has been on job since April 16, 1973. - The incumbent has increased number of volunteers from 10 to over 75, • has increased number and amount of donations, has instituted a training ,program for volunteers and has formed a hospital auxiliary. - The recommended salary range is: $9,746 $10,320 $10,893 $11,466 - The recommended salary range is same General Staff Nurse. as for Occupational Therapist and - Recommendation is that incumbent be plated at the base-tate of class • now and be moved to the one year step after one year on the job - -April 16, 1974. - Increased cost over using old classification will be approximately $900 for 1974. - Comparable salaries elsewhere are: Rent County - $9,100 to $12,188 - St. Joseph's (Pontiac) - $12,400 - Smaller Hospital $17,600 - Larger Hospital B. ESTABLISH NEW CLASSIFICATION AND SALARY t MECHANIC - DRAINS - Returning from Finance Committee with a positive fiscal note. - Classification Study agreed to in Bargaining but no committment as to results of the study. %LARY RANGE FOR GENERAL MAINTENANCE - This action ties these Drain Bargaining Unit Employees into the same salary range as D.F.0, men with same level of skills. - Job title will be same as D.F.O. except for " - Drain" at end This is because of unique working conditions and recruiting for such conditions.. - Retroactive to 9/1/73 because of bargaining. Full year cost is $1,02(L - Contract amended by this action to be signed by Chairman of Board and • County Clerk after signed copy is returned by Union. C. AMENDMENT TO COUNTY RETIREMENT PLAN - TABLED IN FINANCE COMMITTEE. - Present provisions call for automatic retirement allowance to widows or dependent totally disabled widowers of retirement members who die while in County Employment, if - Member has attained the age 60 and has ten years of service OR - Member has 25 years of service - Proposed change reduces this last qualification to 15 years. - Cost is estimated at $35,400 per year - This provision is retroactive to 1/1/73. 7_ Previously approved by Retirement Commission. D. ESTABLISH SALARY FOR PART-TIME AUDITOR POSITION - TO FINANCE COMMITTEE? - Past history of Part-time Auditor Sala 1/1/66 to 1/1168 - $50.00 per meeting with .maximum of $3,500 1/1/68 to 1/1/69 - $60,00 per meeting with maximum of $4,800 1/1/69 to 1/1/72 - $75.00 per meeting With maximum of $7,500 (Max. of 100 meetings - Present Auditors Salary - $29,812 - 1972 Plat Board Earnings of Auditors averaged $4,317 - Recommendation is $75.00 per meeting with maximum of $7,500 G. APPROVE CONTRACT WITH PARKS AND RECREATION MAINTENANCE EMPLOYEES . - Should not have to go to Finance Committee because costs are paid by -Parks and Recreation Funds. - Contract covers 11 Parks and Recreation Paid Employees - Contract covers time span from 11/10/73 through 12/31/74 - Increases costs for 1973 result from reclassifying 10 employees to classifications and/or salary ranges identical to those of D.F.O. and Drain Commission employees doing similar work. - Increased cost for 1973 = $744 - Increased cost for 1974 = $5,507 because of the new classification $4,052 because of the 4.1% salary increases Matching the second year of the D.F.0 arid Drain contracts. - Non-economic contract is basically the same as the county's other contracts.. • - Fringe Benefit Improvements will be standard fringe benefit improvement to be given under the second year of the 1973 - 1974 two-year contracts. . - H. CLOSING OF COUNTY OFFICES DECEMBER 24 AND DECEMBER 31 FOR 1973 ONLY BECAUSE OF ENERGY CRISIS - Closing buildings and departments not required to be open for 24 hours a day seven days a week. (For two days or one day it costs too much ta bring the heat level back up to profit by dropping it down, but a four-day period Can result in fuel savings,) - Most County departments have only minimal demands for services from public on these two days. - Many public employees (i.e. Road Commission - Wayne County) have these two days as regular legal holidays in their labor contracts. State and Pontiac give half days. Supreme Court has sent letters to our courts giving afternoons of these days off with pay. - Those employed in 24-hour institutions (i.e. Sheriff, Hospital, Children's Village and Camp Oakland) and who must wdrk on one of these days will not receive regular holiday premium Pay (12 hours) but will receive 8 hours of extra pay or compensatory time; or 4 hours of extra pay or compensatory time if they are not scheduled to work o.one of these days (rather than 8 hours as would be paid on a holiday). Union leadership informally under- stands this is not to be paid as a holiday. - Cost in extra pay for Sheriff, Hospital, Children's Village and Camp Oakland will be approximately $35,000 for the two days. -- I. SALARIES FOR ELECTED OFFICIALS - The 1974 salaries for Circuit Court Judges and District Court Judges are included in the salaries recommendations of employees. - These recommendations will be made after :the first of the year when Study of Management Classes is completed. ITEMS ON SUPPLEMENTARY AGENDA J. ESTABLISHMENT OF NEW POSITION, CLASSIFICATION AND SALARY OF EXECUTIVE ASSISTANT - AUDITORS - Involves suspending the rules. - Target effective date is 111/74 Under Merit System Rule 4, Section III, A 1, a, there can't be a break in Mr.Lilly's service if he is to be transferred into this position. - Class specification is attached to this Sheet and copies can be given to each Commissioner if you wish. -.The resolution calls for the creation of ac additional position. - Is not a "make-work" position, because if Mr.Lillydid not perform the functions either as Auditor as in this class, someone with comparable . experience and skills would h ve to be employed. - Mr. Lily's present County income; Salary .Service Increment 1972 Plat Board Income TOTAL - RecomMended Salary $33,000 Flat Rate 10% Service Increment 3,300 TOTAL $36,300 $29,812 2,981 $32,793 3,920 $36,713 BOARD OF COMMISSIONERS ETING Decembe/7 20, 1973 PERSONNEL PRACTICES ITEMS ON AGENDA Page 6 - Full-time Auditor Budgeted at $32,793 - Part-time Auditor - $7,500 - Executive Assistant Cost - $36,300 - Increased cost for two positions over one full-time Auditor - $11,007 1974 SALARIES FOR EMPLOYEES - Involves suspending the rules to reach effective date of 1/1/74. - The Resolution and most other data is PR the face sheet of the booklet, of recommendations. - Adjustments average 5.5% - Includes adjustments for Circuit Court Judges (3.8% of County Portion of salary)and District Court Judges (A reduction of $1,779 in County Portion and a $1,779 increase in state Portion leaving them at $32,000) GLASS TITLE EXECUTIVE ASSISTANT 7 AUDITOR DISTINGUISHING FEATURES OF THE CLASS The employee in this class serves on a staff level as Executive Assistant to the Chairman of the Oakland County Board of Auditors-County Executive, being pri- marily responsible for the preparation, implementation, coordination, control and supervision of County fiscal and budgetary -programs; acting as liason be- tween County Operating Departments, the Board of Auditors and Committees of the- Board of Commissioners in matters of budget and finance; serving as Executive- Secretary of the Oakland County Employees' Retirement System, acting as adminis- trator of the System under the general direction of the Oakland County Employees' Retirement Commission; coordinating with the .County Treasurer in the investment of County and Retirement System Funds and performing such additional administrative and technical functions as may be assigned by the chairman of the Board of Auditors- County Executive. SUPERVISION RECEIVED The Executive AssistantAuditor:.receives general supervision from the ChaiLman of the Oakland County Board of Auditors-County Executive and policy guidelines from Committees of the Board of Commissioners and from the Oakland County Employees' Retirement Commission SUPERVISION EXERCISED The employee in this class actsas technical supervisor and coordinator of those divisions and employees of the Board of Auditors which participate in the prepara- tion, implementation, coordination and controlHof County fiscal and budgetary processes and in the administration of the Oakland County Employees' Retirement System. Additional supervisory responsibilities vary with the nature of assignments. TYPICAL EXAMPLES OF WORK PERFORMED (The following examples are intended to be descriptive but not restrictive.) Is administratively responsible for the preparation of the County's Annual Allocation and final budgets by coordinating the activities of the involved Divisions and employees of the Board of Auditors. Is administratively responsible for scheduling the review of the County's Annual budgets by the appropriate Committees of the Board of Commissioners in compliance with Board policies and applicable statutes and constitutional provisions. Is administratively responsible for providing budgetary and fiscal reports and explanations requested and required by the Committees of the Board of Commissioners. Acting as resource person making recommendations involving both policy and content of fiscal and budgetary matters tin. the Chairman of the Board of Auditors-County Executive, to the Board of Auditors and to Committees of the Board of Commissioners. Executive Assistant Auditor Page 2 Provides the final administrative review it the screening of purchase orders, vouchers, and other expenditure orders to insure compliance with established fiscal and budgetary policies and procedures. Reviews and makes recommendations on the rates, fund operations, and Operating procedures relative to the various inter-departmental and enterprise services Under the jurisdiction. of the County Board of Auditors: Administers and implements, in the capacity as Secretary, the policies and practices established by the County Employees Retirement Commission for the operation of the County Employees Retirement System. Serves as technical advisor to the Retirement Commission and recommends' changes or additions to the Retirement Plan deemed necessary to increase its effectiveness. Cooperates with the County Treasurers' office in the management of the investment program for the Retirement Plan's monies. Serves as an information source to the members of the Retirement Plan to assist them in keeping informed of their rights and benefits under the plan and in the exercising of those rights. Prepares the Retirement Program's Annual Report and also special reports as required to keep both the membership and 4e Retirement Commission aware of the status of the program. Carries out technical and administrative functions as assigned by the ChaiLman of the Board of Auditors-County Exectuve. Acts as liason between the Board of Auditors and County Departments. EXPERIENCE, TRAINING, KNOWLEDGES, SKILLS & ABILITIES A. Required Minimum Qualifications 1. A Bachelor's degree in Business Administration, Public Administration, _Accounting, Economies, or closely related field; AND 2. Have had at leastfive years of full-time paid working experience subsequent to receiving the degree in a governmental agency with experience in the areas of financial analysis, budgeting, and economic , forecasting, at least five years of which were in an increasing responsible , administrative capacity; Executive Assistant - Auditor Page 3 B. Additional Desirable Qualifications 1. Considerable knowledge of modern management principles and techniques relative to governmental financing, budgeting, aecounting, and report- - ing functions as required in the administration of a complex governmental enterprise; . Considerable knowledge of the laws, Ordinances, and regulations governing the financial practices of County Government. 3. Considerable knowledge of long range financial planning processes and economic forecasting techniques; 4. Considerable ability to plan and direct comprehensive research studies and statistical analyses relative to fiscal and budgetary matters; 5. Considerable knowledge of the utilization of data processing techniques as used in preparation and implementation of financial documents, reports, and activities; 6. Considerable ability to analyze and interpret complex fiscal records and reports to identify technical and operating deficiences and to recommend appropriate corrective action; 7. Ability to cope with difficult and/or emergency situations requiring immediate decisions in accordance with departmental policies and objectives; 8. Ability to exercise mature judgement and initiative in analyzing problems and recommending solutions; 9. Ability to compile statistics, decipher pertinent information, and present oral and written financial, operational- and other types of departmental reports to officials, committees and other interested groups or individuals.
