Lanni, Chairperson IN RE: MODIFICATION TO THE FY 1 81 TITLE II-B INTERN WORK EXPERIENCE PROGRAM TO THE OAKLAND COUNTY BOARD OF COITTISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolutions NO. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the U.S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments of 1978; and WHEREAS the OaklandCounty Prime Sponsor has received an additional $261,459 in Title II-ABC due to an adjustment in the current population survey (CPS) data; and WHEREAS the Oakland County Employment and Training Division is currently ex- periencing personnel shortages due to the hiring freeze; and WHEREAS the current recipients of the interns (the Oakland County Government, the eleven Counseling and. Intake Agencies, and other school districts who provide employment services) are also experiencing the effects of current and future funding reductions; and WHEREAS the intern program has been successful in assisting the above mentioned recipients and has resulted in a 68% placement rate for the interns; and WHEREAS this resolution was recommended by the Manpower Planning Council on April 22, 1981. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accept the additional $261,459 in Title II-ABC. BE IT FURTHER RESOLVED that the $261,459 be used to supplement the current intern program, increasing that program from $521,587, by $261,459 to $783,046. BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners be and is hereby authorized to execute said modification. Mr. Chairperson, on behalf of the Public Services Committee, I move the adoption of the foregoing resolution. The programs also have the ability to expend the extra dollars by September 30, 1981. Program operators were originally selected according to a competitive bid system, which included such selection criteria as past performance and ability to meet work site needs. Moved by Fortino supported by Price the resolution be amended to read: "two additional intern positions be assigned to the Board of Commissioners to act as research staff, one for the Democrats and one for the Republicans". A sufficient majority having voted therefor, the amendment carried. A sufficient majority having voted therefor, the motion carried. Moved by Murphy supported by Peterson the resolution be amended by "deleting two intern positions".
