IN RE: BY 1981 SU71',.TT.-', YOUTH EMPLOYMENT PROGRAM
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentleiten:
WTE717S the Oakland, County Board of Commissioners by Miscellaneous Resolutions
No. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the
U. S. Department of Labor to administer the provisions of the Comprehensive Employment
and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments
of 1978; and
LR-17S the Oakland County Board of Commissioners by Miscellaneous Resolution
No. 81121 approved the Summer Youth EnTaloyment Program preliminary planning estimates;
and
=7ES this resolution will rescind Resolution No. 81121; and
WHERT2,S the U.S. Department of Labor has notified Oakland County that its FY'81
Summer Youth Employment Program allocation is $2,968,439, of which $2.7 -39 is the
1981 allocation and $3,350 is a carry forward balance from FY'80; and
WHEREAS this resolution was recommended by the Youth and Manpower Planning
Councils on April 22, 1981.
NOW HILI,,RE BE IT RESOLVM that 77.;? Oakland County Board of Commissioners
accept the FY'81 allocation of $2,965,089 and approve the utilization of the 1981
allocation and the FY'80 carry forward balance of $3,350 for a, total FY'81, Stunner
Youth Employment Program allocation of $2 ,!-Y-W39 according to the attached program
budget and subrecipient allocation schedule.
BE IT FURTHER RESOLVED that no less than 75%, of the subreclpient allocation
will be used for program and no more than 5% will be used for administration and no
more than 25% will be used for a combination of administration and client services.
BE IT FURTHER RESOLVED that a quarterly written report for review of performance
objectives will be submitted to the Public Services Committee and the Oakland County
Board of Commissioners.
BE IT FURTHER, RESOLVED that the Chairperson of the Board of Commissioners be
and is hereby authorized to execute said contracts.
Mr. Chairperson, on behalf of the Public Services Committee, I move the adoption
of the foregoing resolution.

Subrecipients were chosen according to a competitive bid process, which included such
selection criteria as past performance, the ability to operate a sizable program of
short duration, and location.
The program is expected to enroll approximately 2000 economically disadvantaged youth,
ages 14 through 21. These youth will receive a summer work experience at various non-
profit agency sites (e.g., schools, government offices, etc.) and will be provided
such ancillary services as counseling and career information.
