Lanni, Chairperson IN RE: F11981 TITLE IV YOUTH EMPLOYMENT AND TRAINING PROGRAM (YETP) FUNDING REVISION TO THE OAKLAND COUNTY BOARD OF CalMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolutions No. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the U.S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments of 1978; and WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution No. 81079 approved the FY 1981 Title IV YETP subrecipient funding level at $2,591,460; and WHEREAS the Oakland County Board of Comrissioners by Miscellaneous Resolution No. 81079 approved FY81 Title TV YETP contracts with subrecipients for the amount of $2,543,636, leaving $47,824 as a FY82 carry forward balance; and WHEREAS the Oakland. Livingston Human Service Agency was allocated $342,751 from the subrecirient funding level of $2,543,636; and WHEREAS niEsA wishes to forfeit $167,751 of this allocation; and WHEREAS this resolution was recommended by the Youth and Manpower Planning Councils on April 22, 1981. NOW TH=FORE BE IT RESOLVED that the Oakland County Board of Commissioners reduce OLHSA's FY81 YETP allocation of $342,751 by $167,751 to $175,000. BE IT FURTHER RESOLVED that $75,000 of the $167,751 be reserved for a motivational placement program, that $60,000 be reserved for a limited-transition services program, and that the remaining $32,751 be added to the FY82 YETP carry BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners be and is hereby authorized to execute said modification. It will motivate these youth to seek and retain jobs and will be measured according to the number of participants who are placed in unsubsidized employ- ment. The Limited-Transition Services Program will serve economically and non- economically disadvantaged youth, ages 16 through 21. The letter serves as an official notification of the Prime Sponsor's intention of allocating uiLai to OLHSA for the operation of a Youth Employment Training Program (YETP) during FY81. My staff and I have reviewed this proposed allocation and have decided to accept $175,000 of the proposed $342,751. This decision is based upon two central concerns. The first concern is that subsidized job development has become increasingly difficult due to the Union Concurrance and Maintenance of Effort provisions within the Federal Re4u a s s. - s' .ve re•uCes t e number-617TIE-Tailed jobs available within Oakland County due to the large number of layoffs in the local economy. This has a direct effect on the amount of money we feel we can expend between now and September 30, 1981. We do feel that we can develop the 45 subsidized sositilins necessary to expend the $175,000 figure, but the 88 su.sisi -41 0 itions necessary to expend the $342,751 is not feasible, especially when you consider that we anticipate a need of 500 subsidized positions for the upcoming Summer Youth Employment Program. My second concern upon which this decision has been reached is the FY82 allocation formula. If FY82 allocations are to be ba5211_10.12ILsalbf. quarterly evaluation ratings received by each subrecipient, we feel it wise to coneen ra e on ensuring OLHSA receives the highest possible quarterly rating. Instead of taking our youth successful in our II-B program and placing them into a Classroom Training or an On-the-Job Training position, where their chances of long-term self-sufficiency is enhanced, the performance objectives requires my staff to place them directly into unsubsidized positions for the sake of receiving a higher score on our quarterly evaluations. With a smaller allocation under YETP, we reduce the number of unsubsidized placements which need to be made and enhance our chances of continued funding in FY82. It is unfortunate that OLHSA is faced with either servicing clients in a comprehensive fashion or playing the "numbers game" by placing youth in a dead end job when they would be better off returning to school. I hope that you are sensitive to the problems this evaluation procedure presents to OLHSA in its attempt to serve the community and its clientele.
