IN RE: CETA TITLES IIBC AND VII CLASSROOM TRAINING REQUEST FOR PROPOSAL FY 82
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolution Numbers 6546 and 8883 applied for and was granted the designation
as Prime Sponsor by the U.S. Department of Labor to administer the provisions of
the Comprehensive Employment and Training Act of 1973 and the Comprehensive Employment
and Training Act Amendments- of 1978; and
WHEREAS the attached Request for Proposal is recommended to ascertain
applications from potential delivery agents; and
\ WHEREAS the Prime Sponsor staff shall review each proposal and assess
program merit and make recommendations for class selection to the appropriate
councils- and the Public Service Committee; and
WHEREAS the respectivecouncils will have an opportunity to review and
recommend and the Public Service Committee will approve programs and contractors to
operate during Fiscal Year 82.
WHEREAS the Manpower Planning Council has reviewed and recommended
the Request for Proposal.
NOW A *MORE BE IT RESOLVED that the Oakland County Board of Commissioners
approve the attached Request for Proposal for Classroom Training for FY 82 in CETA
Title IIBC and Title VII.
Mr. Chairperson, on behalf of the Public Service Committee, I move the
adoption of the foregoing resolution.

GENERAL SOLICITATION CONDITIONS AND PROVISIONS
. SECTION DESCR=ION
DEFINITIONS.
As used herein.
(a) The term "Solicitation" Means Invitation for Bids (IEB) where the .
procurement is advertised, and Request for Proposal (RFP) where the procurement
is negotiated.
(b) The term "Offer" means bid where the procurement is advertised, and ^
proposal where the procurement is negotiated.
1. PREPARATION OF 0
(a) Offerors are expected to examine the RFP, and all instructions. Failure
to do so will be at the offeror's risk.
CO Offers for services other than those specified will not be considered
unless authorized by the solicitation.
(c) Time, if stated as a number of days, will include Saturdays, Sundays
and holidays.
(d) Offerors shall prepare all proposals in quadruplicate on 8.7-; by 11 paper,
- typed single spaced in accordance with the format detailed in Appeix
(e) Cede boxes are for Prime Sponsor use only.
2. EXPLANATION TO OFFERORS. Any explanation desired by an offeror regarding the
meaning or interpretation of the solicitation, must be requested in writing and
with sufficient time allowed for a reply to reach offerors before the submission
of their offers. Oral explanations, or instructions given before the award of the
contract will not be binding. Any information given to a prospective offeror con--
cerning a solicitation will be furnished to all prospective offerors as an amendment
to the solicitation, if such inforrration 57 to offerors in submitting
offers on the solicitation or if the lack of information would be prejudicial
to uninformed offerors.
3. ACM-Y=2,I= OF LOT:ATP!. Ni.3 TO SOLIC1TATIU:S. Receipt of an amend-rent to a
solicitation by an offeror must be acknowledged (a) by signing and returning the
amendment, (b) by letter or telegram. Such aclmowledgment mist be received prior
to the hour and date specified for receipt of offers.
4. SUBMISSION OF OFFERS.
(a) Offers and modifications thereof shall he enclosed in sealed envelopes
and addressed to the office specified in the solicitFition. (see item No.15 of
your "G1:72AL SOLICITATION APPLICATION FOR CT7A ASS)SIC:"). The offeror shall
show the hour and date (not later than 5:00 p.m.,
specified in the solicitation for receipt, the solicitation number (e.g. Dr7loyment
and Training Division RFP/Oper. ) and the name and address of the uf,_Tor on
the face of the envelope.

5. FAILURE TO STIMIT OFFEH. If no offer is to be submitted, do not return the
solicitation unless otherwise specified. A letter or postcard should be sent to
the issuing office advising whether future solicitations for the type of services
covered by this solicitation are desired. Failure of the applicant to offer, or
to notify the issuing office that future solicitations are desired, may result in
removal of the name of such applicant from the mailing list for the type of services
covered by the solicitation.
6. LATE PRCPOSALS, NODIFICATTONS OF PROMSAIS J AND WITHDRAWALS OF PROPOSALS.
(a) Any proposal received at the office designated in the solicitation after
the exact time specified for receipt will not be considered unless it is received -
before award is made, and:
(1) It was sent by regisLered or certified mail not later than the fifth
calendar day prior to the date specified for receipt of offers (e.g., an offer
submitted in response to a solicitation requiring receipt of offers by the 20th of
the month must have been mailed by the 15th or earlier);
(2) It was sent by mail (or telegram if authorized) and it is determined by
the Prime Sponsor that the late receipt was due solely to mishandling by the Prime
Sponsor after receipt at the Prime Sponsor installation; or -
(3) It is the only proposal received.
(b) Any modification of a proposal, except a modification resulting from the
Contracting Officer's request for "best and final" offer, is subject to the same
conditions a in (a) (1) and (a) (2) of this provision.
(c) A modification resulting from the COnting Officer's request for "best
and final" offer received after the time and date specified in the request will not
be considered unless received before award and the late receipt is due solely to
mishandling by the Prime Sponsor after rc •-lpf of the Prime Sponsor installation.
(d)The only acceptable evidence to establish:
(1) The date of mailing of a late proposal or modification sent either by
registered or certified mail is the U.S. Postal Service postmark on the wrapper
or on the original receipt from the U.S. Postal Service. If neither postmark
shows a legible date, the proposal or modification shall be deemed to have been
mailed late. (The term "postmark!' means a printed, stamped, or otherw ise placed
impression that is readily identifiable without further action as having been
supplied and affixed on the date of mailing by employees of the U.S. Postal Service).
(2) The time of receipt at the Prime Sponsor installation is the timedate
stamp of such installation on the proposal wrapper or other docuTentary evidence of
receipt maintained by the installation.

(e) Notwithstanding (a), (b), and (c), of this provision a late modification
of an otherwise successful proposal which makes its terms more favorable to the
Prime Sponsor will be considered at any time it is received and may be accepted.
(f) Proposals may be withdrawn by written or telegraphic notice received at
any time prior to award. Proposals may be withdrawn in person by an offeror or
his authorized representative, provided his identity is made known and he signs a
receipt for the proposal prior to award.
NOTE: The term "telegram" includes mailgrams.
7. LINKAGES. The offeror agrees to maintnin or develop cooperative and working
linkages with unions, community based organizations, educational agencies and other
local service deliverers.
S. FISCAL AMINISTRATION. All accounting systems, financial record systems utilized -
to control CETA funds must meet generally accepted State and Federal regulations and
the Department of Lnbor CETA accounting concepts practices, and disclose full, all
financial information related to CETA grant(s), specifically, thru means that, at a
minimum, a system must identify:
(a) Obligations by Title
(b) (i) Expenditures by Title
(ii) Expenditures by Program Activities
(iii) Expenditures by Cost Categories
(c) Cash Received
(d) Ability to identify and document inkind and indirect costs
(e) Ability to report on an Accrual basis
9. GRIEVANCE PROCEDURE. All offerors must utilize the Prime Sponsors Gric ---7-
Procedure outlined in Appendix A-
10. TARGET GROUPS.• The Prime Sponsor has established specific target group objecti-Jes
for each training component. These groups (and the percentage of total enrollment
they'represent) are as follows:

U. PRE-A7:;ARD SURVEY. The Prime Sponsor reserves the right to make on-site visits
to the offerors place of business, for examination of program capabilities for
offerors who have never before contracted or who have not contracted within the
last twelve (12) months to operate programs or provide services through the CETA
system. This examination may include but not be limited to inspection of facilities,
review of accounting system, oral interviews of past recipients of offerors service
and review of past EEO/Policy/Affirmative Action Plan.
12. MONITORING CAPABILITIES. The CETA regulations requires that each sUbreciplent
establish a monitoring system for the purpose of ensuring compliance with the
relevant Federal regulations and contractual agreements for the purpose of maintainin
the integrity of CETA programs. The activities to be monitored would include the e
financial system, EEO/Affirmative Action Plan, target group selection and prevention
of fraud and abuse. Written documentation must be maintained-for Prime Sponsor review.
13. AWARD 07 CONTPACT.
(a)- The contract will be awarded to that responsible offeror whose offer
conforming to the solicitation will be most advantageous to the Prime Sponsor, price
and other factors considered.
(b) The Prime Sponsor reserves the right to reject any or all offers and to
waive inforralities and minor irregularities in offers received.

(c) The Prime Sponsor may accept any item or group of items of any offer, unless
the offeror qualifies his offer by specific limitations. Unless otherwise provided in
the schedule, offers may be submitted for any quantities less than those specified: .
and the Prime Sponsor reserves the right to make an award on any item for a quantity
less than the quantity offered at the unit prices offered unless the offeror specified
otherwise in his offer.

(e) The Prime Sponsor may accept within the time specified therein any offer -
(or part thereof, as provided in (c) above), whether or not there are negotiations
subsequent to its receipt, unless the offer is withdrawn by written notice received
by the Prime Sponsor prior to award. If subsequent negotiations are conducted, they
shall not constitute a rejection or counter offer on the part of the Prime Sponsor. .
(f) The right is reserved to accept other than the lowest offer and to reject
any or all offers.
(g) All statements made in the proposal are to be considered final,
proposal is accepted, may be used as the basis of an agreement.

without discussion of such offers. Accordingly, each initial offer should be submitted
on the most favorable terms from a price and technical standpoint which the offeror
can submit to the Prime Sponsor.

14. ORDER OF PRECEDENCE/APPEAL PROCESS. In the event of an inconsistency between
provisions of this solicitation, the inconsistency shall be resolved by giving
precedence in the following order:
(a) The Program activity Request for Proposal Specifications.

(c) Other provisions of 41 CFR 29.70 whether incorporated by reference or •
otherwise in accordance with the below listed procedures.
Of have seven (7) calendar days from the date of issuance of the "Notice of
Review Action" to notify in writing, the Prime Sponsor's issuing office of their
intent to petition the Acquisition Appeal Board.
Such written notification shall specify, at a]
inclusive of the specific areas of concern.
The Prime Sponsor's issuing office, upon receipt of such notice, shall notify the
Acquisition Appeal Board of said petition(s) for the purpose of generating and issuing
a written response to the respective offeror within seven (7) calendar days.
In the event said offeror is unsatisfied with the Acquisition Appeal Board's response,
said offeror may submit a written notice within seven (7) calendar.,days from the
date of issuance of said response to the Prime Sponsor's issuing office requesting an
informal review with the Acquisition Appeal Board,
The Prime Sponsor's issuing office shall notify said offeror regarding the time and
place of such informal review.
If the offeror is unsatisfied as a result of the informal review with the Acquisition
Appeal Board, said offeror may exercise the right to appeal as specified in the relevant

Action Plan to ensure compliance with Federal Regulation Section 676.54. All offerors

A.
I. PURPOSE. The County of Oakland's Employment and Training Administration is
currently accepting proposals for Fiscal Year 1982 for Classroom Training services
for Titles IIB and VII to be conducted under the Comprehensive EMployment and
Training Act (CETA) Program. Request for Proposals are restricted to institutions
licensed by the State of Michigan to provide the training proposed with at least
one year's experience and the training site must be located in Oakland County or
adjacent counties..

.classes in an institutional setting whereby program participants can receive skills
and information to prepare for employment.
Title VII (PSIP). To demonstrate ways of increasing private sector involvement by
means of vocational and attitudinal development through Classroom Training and -
On-The-Job Training in an industrial or institutional setting.

III, ALLOWABLE COST CATEGORIES.
-
A. Administration Cost. Administrative cost shall be limited to those costs
necessary to effectively operate the program. These costs shall consist of all
direct and indirect costs associated with the management of the contract that do
not directly and immediately affect the participants benefits. Administrative
costs may not exceed 5% of the total project cost.
B. Training. Training costs consist of goods and services which directly affect
program participants. Goods and services which have a direct and immediate impact
on participants are limited t- those actually involved in the participant training
process itself as opposed to those which are supportive of that process. NOTE:
Should the offeror desire to charge on a tuition cost basis the total cost must be
charged to the training cost category and cannot be more than that which is charged
to a regular paying student.
C. Services (not exceed 20% of total contract cost). Allowable service costs consist
of goods and services which directly and immediately affect program participants.
They are limited to those actually involved in the process of providing participants
with supportive services as opposed to those which are ancillary to that process.
IV. PARTICIPANT ALLOWANCE, All ClassroomTraining participants are entitled to

VI 'REQUEST FOR PROPOSAL APPLICATION.
- A. Program Narrative. Provide a narrative description of the services to be
delivered. Number each page of the narrative and indicate the appropriate subject
topics. This section is to include the following information:
1. The identification of the offeror and the training site location.
2. State the specific occupational or non-occupational Classroom Training service(s)
the offeror plans to provide.
3. State the occupational D.O.T. Code and general description of the occupational
or non-occupational area.
4. Indicate the prerequisites such as G.E.D., High School Diploma, math or reading
levels required for students to be selected for participation in the offerors
proposed training programs.
5. Provide an outline of the curriculum delineating hours for each course
_6. State the specific skill attainments expected of the students during various
intervals of the course and what methodology shall be used to measure student
performance.'
7. Indicate what supportive services shall be used to assist students that are
not performing satisfactorily.
