IN RE: ECONOMIC DEVELOPMENT PLAN OF IMPLEMENTATION FOR BUSINESS ATTRACTION
AND EXPANSION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mk. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners has established an
Oakland County Economic Development Division (Miscellaneous Resolution No.
82365, 1982) to assist local community and businesses to create new jobs for
County residents, and
WHEREAS, while this agency has facilitated the creation of many new
jobs since it was formed, the need to create approximately 89,000 new jobs
over the next decade calls for an expanded effort to retain present businesses
and assist them to expand, as well as attract new businesses to the County, and
. WHEREAS to meet this goal, the Oakland County Board of Commissioners,
at the request of the County Executive, appropriated $500,000 for an Economic
Development - New Jobs Program (Miscellaneous Resolution #83107, 1983) to be
utilized by the County Executive in conjunction with a strategy for new jobs, and
WHEREAS the County Executive appointed a Strategy Committee of County
business, government, education and financial advisors and retained the
management consulting firm of Plante & Moran to develop the strategies, and
WHEREAS the County Executive endorsed the recommendations of the
Strategy Committee and consultant and seeks to implement their rernmmendationq
contained in the report entitled "Report of the Business Attraction and
Expansion Strategy Committee" which was submitted to the Board of Commissioners
on December 8, 1983.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby approves the concepts as recommended by the Ccunty Executive
in the report entitled "Economic Development Plan of Implementa:J= for
Business Attraction and Expansion - February 1984.

The Oakland County Business Attraction and Expansion Strategy Committee
in its report to the County Board of Commissioners on December 8, 1983
recommended the adoption of an economic development Mission and a series
of interrelated Objectives and Strategies to guide the County's business
retention, expansion and attraction efforts,
The following proposal is responsive to the Committee's recommendations.
It sets out the tasks to be performed and the resources required to
achieve the Mission and Objectives during the second six months of 1984.
The Mission and Objectives recommended by the Strategy Committee are
reproduced on pages 2 and 3.

Mission Statement
The fundamental economic development mission of the County is to
foster full employment, with equal opportunity, by encouraging and
facilitating the maintenance and creation of private sector jobs.
The primary focus of the County's economic development efforts will
be to retain those basic businesses currently operating in the
County, to help such businesses identify and pursue expansion
opportunities and to facilitate the creation of new businesses
through entrepreneurial development. In carrying out these efforts,
the County's principal role will be to serve as a catalyst and
support organization to local communities and groups engaged in
economic development.
Attraction of new businesses also represents an essential component
of the County's mission. Efforts in this area will be leveraged by
taking full advantage of ongoing regional and statewide programs
designed to promote, market and attract new businesses to the south-
eastern Michigan area.
Objectives
A. Enhance the County's ability to service and support local
economic development efforts.
B. Establish a stronger and more service-oriented relationship
with the County's business community.
C. Support and encourage the entrepreneurial process in both
start-up and growth-stage companies.
D. Support and encourage the development of "destination areas"
and protect existing business and infrastructure investments
in established areas.
E. Promote and creation of new sources of financing and continue
to leverage the County's financial resources devoted to
economic development.
F. Expand relationships with the County's educational institu-
tions to define and promote ways to leverage their impact
on economic development.
G. Target industry marketing efforts by developing a fuller
understanding of the composition and growth characteristics
of the County's labor force and businesses, and other
relevant environmental factors.

H. Maximize the use of existing state and regional programs to
leverage the County's own marketing and business attraction
efforts.
I. Elevate and increase the visibility of the Economic Develop-
ment Division to attain a leadership role and image in
economic development for the County.

The key to the conversion of the report of the Strategy Committee
to an operational program lies in the matrix of the Committee's
recommended mission, objectives and strategies with the series of
nine economic development program areas presented in this proposal.
The nine program areas were selected and designed to group similar
professional activities into functional operating units to provide
an effective management and delivery system as well as accountability.
Although the entire matrix system is not contained in this proposal
the following diagram graphically shOws'how the achievement of each
objective and strategy was assigned to one of the program areas.
This relationship is also shown in greater detail in the "Program
Plans".

Introduction to Program Area Plans
The nine program plans on the following pages outline a series of
tasks to be performed and identify the personnel resources required
to assure eventual achievement of the Mission and Objectives.
Where the resources of other County departments, divisions or agencies
are required to assist in the accomplishment of the tasks, the title
of the unit has been shown in parenthesis after the statement of the
task. Preliminary discussions have been entered into regarding the
coordination of other department's activities. Final service agree-
ments will be made.
The 'Objective" to be achieved by the tasks has been shown by letter
designation which relates to the written objective on page 2.
Since all tasks cannot or need not begin at the same time, start-up
dates have been scheduled. These are shown for each task. The
schedule is influenced by the limitations of staff, time and the
logical sequence of events.
The "Personnel Requirements" are shown for the second six months of
1984. These are further described and summarized on page 25 and 26
"Allocation of Resources - Personnel".

1.0 Community Assistance Pronram_loa
A. PROGRAM AREA'S PURPOSE
To support the economic planning and development activities of constituent
local communities by providing technical resources and services to enable them to
leverage local capabilities, and to link more effectively with other economic planning
and development activities at both the local and county levels.

A. PROGRAM AREA'S PURPOSE
To provide direct assistance to Oakland County businesses and to businesses
contemplating investment and growth within the county by offering services not
generally available within the private sector and by linking businesses to the
appropriate local, regional, state and federal resources and programs.

3.0 Financial Assistance Program Area
A. PROGRAM AREA'S PURPOSE
To offer long-term fixed asset financing to qualifying businesses via the
County's Economic Development Corporation and Local Development Company and
to provide referrals to other government-supported financing mechanisms offering
equity financing and working capital loans, while seeking new sources of
public/private financing for small businesses.

A. PROGRAM AREA'S PURPOSE
To act as a catalyst for start-up and growth stage companies in Oakland by
developing networks of public and private resources which can eliminate barriers and
provide technical, managerial and financial support, thereby permitting entrepreneurs
to more effectively "grow" their ideas and businesses.

To link with Oakland's public and private educational institutions in order to
establish an expanding network of resources capable of addressing County-wide
economic problems and potentials as well as providing training and learning
opportunities directly to small businesses.

6.1 Act as a catalyst to coalesce the educational
resources of the County and to channel these

To conduct continuous and current investigations of the county, regional and state
economic and business climates, problems and potentials, and to review relevant state and
federal legislation which impacts economic development activities, in order to advise
Oakland businesses of germane trends and issues in this area, and to refine and redirect
the County's economic development activities.

A. PROGRAM AREA'S PURPOSE
To perform special research, analysis and input on problems or opportunities of
such magnitude that they typically arise on a "one-time-only" basis. Previous and
current projects include: GMAD Orion Plant location; Southfield, Pontiac and
Pontiac Township TIFA negotiations; Oakland Technology Park assistance; and south
of 1-696 corridor strategies.

The experience during 1984 and the level of responsiveness of the
County's communities and business in the use of the Group's services
will, in large part, influence the need for increased staff in 1985,

as well as those of other development agencies, business organizations
and associations. Directs staff support for the administration of the

General Summary
Under general direction, manages the Community Assistance, Business
Assistance, Financial Assistance and Entrepreneurial Development
program areas of the Economic Development Division. Establishes a
hot-line for business persons contacting the division and develops
a tracking system to monitor contacts and ensure follow-up.
Supervises staff in the visitation of Oakland County communities
and businesses in order to identify economic development needs.
Provides information regarding available economic development
resources and services and encourages the participation of
communities and businesses in programs, associations and special
events designed to promote economic development. Supervises staff
in arranging long-term fixed financing to qualtfying businesses
through the County's Economic Development Corporation and Local
Development Company, and the referral of businesses to other government
supported financing. Establishes a program of personal visits to
key executives of banks and savings and loans to encourage the
institutions to increase venture capital and expand participation
in EDC and LDC financing programs. Supervises the Entrepreneurial
Development Program in the development of networks of public and
private resources to assist start-up and potential growth companies.
Ensures that technical, managerial and financial support are available
to entrepreneurs within the County. Provides specialized support to
the Marketing. Education and Research program areas.

General Summary
Under general supervision, provides resources and technical assistance
to local communities and businesses in order to promote economic
development acitivities and economic growth within the County. Conducts
personal visits with local groups, communities and businesses to identify
their needs and provide information regarding available local, regional,
state and federal economic development resources and programs. Encourages
local representatives to form and join economic development associations
and participates in the Inner City Business Improvement Forum and the
Southeastern Michigan Development Center. Assists local communities in
utilizing "foreign trade" zones and in identifying and targeting older
commercial and industrial districts for federal and state loans.
Coordinates planning and zoning studies and assists in resolving rezoning
matters related to relocating or expanding businesses. Conducts exit
interviews with companies relocating out of the County to identify the
reasons for leaving. Assists businesses in pursuing export and/or
federal procurement opportunities by establishing good working relation-
ships with trade associations and federal and state agencies.

backed financing to leverage private financing. Identifies County and/or
Michigan investors who have a potential interest County-based start-up or
growth stage companies in order to link them with business brokers and

services and information to assist start-up and growth stage companies
in Oakland County. Develops and maintains a network of professional

venture capitalists, consultants, etc. who have experience and interest
in assisting start-up enterprises. Works with chambers of commerce,
local groups and the Marketing and Research Manager in developing and
promoting seminars, assistance centers and programs designed to assist
start-up and small companies with growth potential. Cooperates with
the Metropolitan Center for High Technology in promoting and offering
its capabilities to new or growing Oakland County businesses. Assists
in the Education Program area to aid educational institutions in Oakland
County to establish an Entrepreneurship Center or Centers and in the
development of a Master's of Business Administration degree program with
a concentration in entrepreneurship.

Under general direction, is responsible for managing various Marketing,
Research and Educational program areas designed to encourage economic
growth and development in Oakland County. Plans and implements an on-
going marketing/communication campaign to enhance growth opportunities
and increase public awareness of economic development programs and
opportunities within Oakland County. Manages marketing activities
designed to attract new businesses, and encourage existing business to
remain and expand in Oakland County. Assists the Director-Economic
Development Group in the planning and implementation of a marketing
program to pursue business client leads originating outside of the
County.
Coordinates the resources of various Oakland County educational
institutions in order to address County-wide economic problems and
potentials. Provides training and learning opportunities for business
and community officials. Organizes seminars to be conducted for business
and community officials, entrepreneurs and County staff and prepares
relevant training manuals and materials. Assists outside agencies in the
development of educational programs geared to economic development,
including seminars, tutorials and the establishment of an MBA program
to be provided by the proposed Entrepreneurship Center.
Develops programs or systems to analyze economic and business climates
and current or potential problems which affect economic development
activities. Establishes criteria to help in identifying areas suitable
for potential development. Reviews and analyzes pertinent state and
federal legislation affecting economic development programs and ensures
this information is disseminated to appropriate persons or groups.
Develops methods to enhance current data processing capabilities.
Generates reports relating to available vacant land and buildings,
business and employment patterns and trends and comparative economic
data. Designs and conducts periodic "business climate" surveys of
companies within the County to ascertain significant trends relating
to markets, expansion plans and employment. Provides specialized support

development seminars, business awards programs and special promotional
events. Maintains pertinent information on file regarding the advantages
of Oakland County as a business location and coordinates a library of
marketing communication materials. Develops and implements a tracking

The proposed financial resource requirements represent an expansion
of $377,250 in addition to the present budget of $199,703 for a
revised total Economic Development 1984 Budget of $576,953.

be offset by transferring 5 positions and available operational
budgets from other existing divisions of the County Executive Office.
