Lanni, Chairperson IN RE: ECONOMIC DEVELOPMENT PLAN OF IMPLEMENTATION FOR BUSINESS ATTRACTION AND EXPANSION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mk. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners has established an Oakland County Economic Development Division (Miscellaneous Resolution No. 82365, 1982) to assist local community and businesses to create new jobs for County residents, and WHEREAS, while this agency has facilitated the creation of many new jobs since it was formed, the need to create approximately 89,000 new jobs over the next decade calls for an expanded effort to retain present businesses and assist them to expand, as well as attract new businesses to the County, and . WHEREAS to meet this goal, the Oakland County Board of Commissioners, at the request of the County Executive, appropriated $500,000 for an Economic Development - New Jobs Program (Miscellaneous Resolution #83107, 1983) to be utilized by the County Executive in conjunction with a strategy for new jobs, and WHEREAS the County Executive appointed a Strategy Committee of County business, government, education and financial advisors and retained the management consulting firm of Plante & Moran to develop the strategies, and WHEREAS the County Executive endorsed the recommendations of the Strategy Committee and consultant and seeks to implement their rernmmendationq contained in the report entitled "Report of the Business Attraction and Expansion Strategy Committee" which was submitted to the Board of Commissioners on December 8, 1983. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby approves the concepts as recommended by the Ccunty Executive in the report entitled "Economic Development Plan of Implementa:J= for Business Attraction and Expansion - February 1984. It sets out the tasks to be performed and the resources required to achieve the Mission and Objectives during the second six months of 1984. The Mission and Objectives recommended by the Strategy Committee are reproduced on pages 2 and 3. plistioniobjectives Mission Statement The fundamental economic development mission of the County is to foster full employment, with equal opportunity, by encouraging and facilitating the maintenance and creation of private sector jobs. The primary focus of the County's economic development efforts will be to retain those basic businesses currently operating in the County, to help such businesses identify and pursue expansion opportunities and to facilitate the creation of new businesses through entrepreneurial development. In carrying out these efforts, the County's principal role will be to serve as a catalyst and support organization to local communities and groups engaged in economic development. Attraction of new businesses also represents an essential component of the County's mission. Efforts in this area will be leveraged by taking full advantage of ongoing regional and statewide programs designed to promote, market and attract new businesses to the south- eastern Michigan area. Objectives A. Enhance the County's ability to service and support local economic development efforts. B. Establish a stronger and more service-oriented relationship with the County's business community. C. Support and encourage the entrepreneurial process in both start-up and growth-stage companies. D. Support and encourage the development of "destination areas" and protect existing business and infrastructure investments in established areas. E. Promote and creation of new sources of financing and continue to leverage the County's financial resources devoted to economic development. F. Expand relationships with the County's educational institu- tions to define and promote ways to leverage their impact on economic development. G. Target industry marketing efforts by developing a fuller understanding of the composition and growth characteristics of the County's labor force and businesses, and other relevant environmental factors. Excerpted from "Report of the Business Attraction and Expansion Strategy Committee", December, 1983. objectives/strategies/program area matrix The key to the conversion of the report of the Strategy Committee to an operational program lies in the matrix of the Committee's recommended mission, objectives and strategies with the series of nine economic development program areas presented in this proposal. The nine program areas were selected and designed to group similar professional activities into functional operating units to provide an effective management and delivery system as well as accountability. Although the entire matrix system is not contained in this proposal the following diagram graphically shOws'how the achievement of each objective and strategy was assigned to one of the program areas. This relationship is also shown in greater detail in the "Program Plans". Where the resources of other County departments, divisions or agencies are required to assist in the accomplishment of the tasks, the title of the unit has been shown in parenthesis after the statement of the task. Preliminary discussions have been entered into regarding the coordination of other department's activities. Final service agree- ments will be made. The 'Objective" to be achieved by the tasks has been shown by letter designation which relates to the written objective on page 2. Since all tasks cannot or need not begin at the same time, start-up dates have been scheduled. These are shown for each task. The schedule is influenced by the limitations of staff, time and the logical sequence of events. The "Personnel Requirements" are shown for the second six months of 1984. These are further described and summarized on page 25 and 26 "Allocation of Resources - Personnel". program plan 1.0 Community Assistance Pronram_loa A. PROGRAM AREA'S PURPOSE To support the economic planning and development activities of constituent local communities by providing technical resources and services to enable them to leverage local capabilities, and to link more effectively with other economic planning and development activities at both the local and county levels. TO ACHIEVE START-UP B. PRIMARY TASKS TO ACHIEVE MISSION/OBJECTIVES OBJECTIVE DATE 1.1 Conduct personal interviews with local groups A 07/84 and communities to learn their needs for County-wide promotional materials and their need for community specific promotional materials. 1.2 Develop a technical manual which describes A 10/84 the services/programs available from the County. 1.3 Periodically publish and update a roster of key A 10/84 economic development personnel in each community. 1.4 Encourage the establishment of a formal A 10/84 association of local economic development personnel and cooperate with the association in conducting professional development programs. 1.5 Support and encourage local representatives to A 09/84 become members of the Michigan Industrial Developers Association and to actively participate in programs and seminars sponsored by the Association. 1.6 Conduct periodic training seminars to keep A 07/84 local officials updated on new developments programs and services offered by the County. PROGRAM AREA'S PURPOSE To provide direct assistance to Oakland County businesses and to businesses contemplating investment and growth within the county by offering services not generally available within the private sector and by linking businesses to the appropriate local, regional, state and federal resources and programs. TO ACHIEVE START-UP B. PRIMARY TASKS TO ACHIEVE MISSION/ORJEcTIVF.S OBJECTIVE DATE 2.1 Establish and implement a business a 07/84 ombudsman's function within the Economic Development Program. 2.2 Establish and advertise a toll-free hot line for B 07/84 business persons. 2.3 Develop a network of volunteers to assist in 08/84 making County business visits. 2.4 Develop a priority listing of companies, by B 08/84 industry, to be visited. 2.5 Conduct personal visits with County businesses B 10/84 to learn of their needs and communicate County/ local programs to those businesses including participating in regional contact programs conducted by BAEC. 2.6 Coordinate the business visitation efforts with F, 10/84 existing calling programs conducted by BAEC and other agencies, organizations and institutions. 2.7 Assist in the development, continuance and 13 07/34 expansion of minority and women owned businesses. PROGRAM AREA'S PURPOSE To offer long-term fixed asset financing to qualifying businesses via the County's Economic Development Corporation and Local Development Company and to provide referrals to other government-supported financing mechanisms offering equity financing and working capital loans, while seeking new sources of public/private financing for small businesses. TO ACHIEVE START-UP B. PRIMARY TASKS TO ACHIEVE MISSION/OBJECTIVES OBJECTIVE DATE 3.1 Develop a list of County and/or Michigan E 07/84 investors who have a potentional interest in County-based start-up or growth stage companies in order to link them with business brokers and entrepreneurs. 3.2 Assess the feasibility of encouraging various 08/84 pension funds to invest in professionally managed venture capital funds and/or direct equity investments in real estate projects and/or allocating a portion of pension fund monies to make forward commitments to purchase the private sector portion of SBA loan packages made by area banks to County businesses. (Treasurer) 3.3 Initiate a personal contact program with key E 10/84 executives of banks and savings and loans to encourage these institutions to: (Treasurer) a. establish or expand venture capital funds as needed within the County, and b. expand their participation in EDC and LDC financing programs. c. TO ACHIEVE START-UP B. PRIMARY TASKS TO ACHIEVE MISSION/OBJECTIVES OBJECTIVE DATE 5.1 Develop and implement a County-wide A 08/84 marketing communications program responsive to County and local needs. 5.2 Provide technical assistance to local A 10/84 communities in the design and production of community specific promotional materials. 5.3 Publish the "Oakland Focus", the Economic B 10184 Development Program's newsletter and expand its distribution to all major corporations and companies in the County. 5.4 Design and implement a focused public B 07/84 relations campaign to gain increased exposure for County businesses and for successful economic development efforts. PROGRAM AREA'S PURPOSE To link with Oakland's public and private educational institutions in order to establish an expanding network of resources capable of addressing County-wide economic problems and potentials as well as providing training and learning opportunities directly to small businesses. PRIMARY TASKS TO ACHIEVE MISSION/OBJECTIVFS 6.1 Act as a catalyst to coalesce the educational resources of the County and to channel these resources to provide a strong and coordinated direct assistance in economic development activities. 6.2 Explore the feasibility of entering into professional service contracts with appropriate faculty of the County's institutions of higher education to provide applied research relating to product development, marketing studies, economic and demographic analyses, organizational and management consulting, etc. 6.3 Initiate a cooperative effort with the County's education institutions to provide space for business-related seminars conducted by professional associations, local chambers of commerce, etc. 6.4 Provide management and administrative support required to conduct the Education Program Area tasks and activities. PROGRAM AREA'S PURPOSE To conduct continuous and current investigations of the county, regional and state economic and business climates, problems and potentials, and to review relevant state and federal legislation which impacts economic development activities, in order to advise Oakland businesses of germane trends and issues in this area, and to refine and redirect the County's economic development activities. TO ACHIEVE START-UP B. PRIMARY TASKS TO ACHIEVE MISSION/OBJECTIVES OBJECTIVE DATE 7.1 Continue to develop and increase the County's A 07/34 data processing capabilities (including MATS and ADRE) to provide for the timely generation of community-specific reports relating to; a. Mattila and Thompson of Wayne State University to include a special Oakland County sample in the target industry research project being conducted for the Greater Detroit/Southeast Michigan BAEC. TO ACHIEVE START-UP OBJECTIVE DATE_ 7.6 Design and conduct a periodic Business G 10/84 Climate Audit of companies within the County to ascertain significant trends relating to markets, expansion plans and employment patterns. 7.7 Utilize and support SEMCOG's H 07/84 industrial/commercial and site/building file and evaluate the feasibility of installing ' terminals at the County to provide real-time access to the file. 7.8 Publish "Oakland County Profile," a synopsis G 09/84 of County economic, demographic and physical characteristics. 7.9 Design and conduct a business migration/start- G 10/84 up/close down study (empirical data). 7.10 Design and perform an analysis of aggregate G 10/84 economic development programs impact up County. 7.11 Participate in MIDA, NDC, NADCO, CUED I 07/84 and U of M organizations and programs. 7.12 Prepare for marketing specialized G 09/84 publications, as needed and appropriate, to present research findings. 7.13 Provide management and administrative I 06/84 support required to conduct the Research and Analysis Program Area tasks and activities. PROGRAM AREA'S PURPOSE To perform special research, analysis and input on problems or opportunities of such magnitude that they typically arise on a "one-time-only" basis. Previous and current projects include: GMAD Orion Plant location; Southfield, Pontiac and Pontiac Township TIFA negotiations; Oakland Technology Park assistance; and south of 1-696 corridor strategies. TO ACHIEVE START-UP B. PRIMARY TASKS TO ACUIEVE MISSION/OB3ECT1VES OBJECTIVE DATE 8.1 Encourage and assist in developing an C [0/84 Entrepreneurship Center or Centers to: a. Offer low-cost seminars, tutorials and business assistance clinics relating to entrepreneurship. b. Provide technical assistance to new and expanding businesses and to local units of government. Areas of assistance to entrepreneurs and businesses should include development and preparation of business plans, market research, product development studies, etc. c. Develop a Master's of Business Administration program with a concentration in entrepreneurship. 10/84 8.2 Facilitate development of Destination Areas meeting established criteria by a. Coordinating planning activities among potential developers and local communities. b. Assisting potential developers in compiling and analyzing economic, demographic and physical data pertinent to the proposed area. c. Assisting potential developers in Identifying and evaluating alternative public and private financing mechanisms. d. Committing to provide necessary infrastructure improvements, if needed. -18- • • TO ACHIEVE START-UP OBJECTIVE DATE 8.3 Initiate a concentrated effort to facilitate the D 07/84 development of the Oakland Technology Park, including: a. Assist current developers of the Park to facilitate the establishment of the necessary infrastructure to make the Park readily marketable. b. Provide technical assistance to City of Auburn Hills, Avon Township and the commercial developer of the Park for zoning ordinance planning, preparation of necessary environmental impact statements and related planning activities. c. Seek necessary financing and support services to improve existing roads within the Park and to construct new access roads to the Park as well as other transportation improvements. d. Give special help to local governmental leaders in order to facilitate the development and marketing of the Park. e. Provide special assistance in public relations to the Park developers. 8.4 Provide assistance to Oakland University to F 10/84 establish a Center for Economic Research and Development, which would address areas related to entrepreneurship, technology transfer, business and economic simulation studies, data analyses and dissemination, and • other specialized assistance to local units of government or to private agencies and businesses, etc. 8.5 Provide management and administrative I 06/84 support required to conduct the Special Projects Program Area tasks and activities.
