IN RE: AWARDING OF CONTRACT FOR
MISCELLANEOUS UTILITY WORK (COUNTY PROJECT 72-25)
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS bids have been received for miscellaneous utility work, County Project
72-25; and
WHEREAS the Finance , Committee recommends that the base bid of
the Boom Company, Livonia, Michigan, in the amount of $67,360.00 plus acceptance of
Alternate #1 be accepted, said recommendation being concurred in by the Bu? )dings and Grounds
Committee;
NOW THEREFORE BE IT RESOLVED as follows:
T. That the bid of 'the Boom Company, Livonia, Michigan, be accepted and the
contract awarded to said Boom Company in concurrence with the Buildings and
Grounds Committee action on August 17, 1973.
2. That the Chairman of the Board be and he is hereby authorized and directed to
execute a contract with the Boom Company on behalf of the County of Oakland,
3. That this award shall not be effective until the awardee has been notified in
writing by the Oakland County Board of Auditors.
4. That pursuant to Rule XI, C of this Board, the Finance Committee finds the
total project funding sum of $75,600.00 available from the Utility Fund as follows:

Dear Commissioners:
On August 23 bids for the referenced project were received
by this office. The tabulation of the bids received is attached
for your review and information.
This project consists of the: (1) replacement of approxi-
mately 1,750 lineal feet of existing two-inch gas line with new
four-inch line; (2) repair and/or replacement of six fire
hydrants; (3) replacement of approximately . 375 lineal feet of ..-
old water line in the utility tunnel; (4) construction of
approximately 700 lineal feet of new water main and one fire
hydrant: (5). sanitary sewer repairs in the area of the
Administrative Annex II; and (6) connection of an existing
. sanitary sewer lateral west of Telegraph Road to the Clinton-
Oakland Sanitary System. All work is being done on the Oakland
County Service Center in Pontiac. The reasons for this work
were as follows: (1) the existing two-inch gas line is inade-
quate to serve the expanded Children's Village; (2) several fire
hydrants on the Service Center were found to be inoperable last
year and thus required repair to assure proper fire protection;
(3) during the design of this project it was found that a portion
of the existing water system in the utility tunnel, which had to
be connected to the new water main construction, was leaking very
badly and due to its age (over 40 years old) and size (5-inch)
could not be repaired and thus had to be replaced to assure proper
water flows; (4) new water main and fire hydrant were required by
the City of Pontiac Fire Department to assure proper fire pro-
tection for the Health Center and Hospital; (5) existing sanitary

sewer in this area frequently blocks up and needs to be repaired;
and (6) connection to the Clinton-Oakland Sanitary System is a
legal requirement. This work was listed in the 1973 Capital -
Program under Utilities; however, some additional work was added
to the proiect. A portion of this project was also reviewed by
the Planning and Building Committee at their November 10, 1972, •
meeting.
After reviewing the bids received and the qualifications of
the bidders, it is recommended that the contract for this work be
awarded to The Boam Company in the amount of $67,360 which is
the amount of their Base Bid plus acceptance of Alternate A and
rejection of Alternate B. Alternate A was the use of coated steel
pipe for the gas line in lieu of the fiberglas pipe specified; and,
Alternate B was deleting the work involved in connecting to the
Clinton-Oakland Sanitary System. The award of contract is recom-
mended to The Boam Company even though it is $60.00 higher than
the base bid of The Steve Kruchko Company because the use of
coated steel pipe (Alternate A) is worth considerably more than
the $60.00 extra cost.
Funding for this project is requested as follows from the
Utility Fund:
