to adopt the following Resolution:

BE IT RESOLVED, by the City Council of the City Ferndale, Michigan as follows:
1. Council, by at least a three-fifths vote of its members, pursuant to the authority granted by
Act 279 of the Public Acts of 1909, as amended, proposes that Chapter XVII, Section 2 of the
Charter of the City of Ferndale be amended to read as follows:
Subject to the provisions of this charter, the City may through its departments,
officers and employees perform public work of all kinds or it may let any of such
work by contract. The City shall not undertake the performance of any construction
work exceeding an estimated cost of Two Thousand Five Hundred Dollars ($2,500),
until it has first advertised for and received sealed proposals. The City shall have the
right to reject any or all such proposals. The commission shall have the right, by
resolution, to amend this amount as necessary for the efficient operation of the City,
but not to exceed Five Thousand Dollars ($5,000).
Provisions of the existing Chapter XVII, Section 2 of the Charter of the City of Ferndale to be
amended by such proposal, if adopted, now read as follows:
Subject to the provisions of this charter, the City may through its departments,
officers and employees perform public work of all kinds or it may let any of such
work by contract. The City shall not, however, undertake the performance of any

Charter amendment to a vote of the electors as required by law.
6. The proposed Charter amendment shall be published in full together with the existing
Charter provision amended as part of the notice of election or once in a local newspaper not less
than ten (10) days before election day.

to adopt the following Resolution:
BE IT RESOLVED, by the City Council of the City Ferndale, Michigan as follows:
1. Council, by at least a three-fifths vote of its members, pursuant to the authority granted by
Act 279 of the Public Acts of 1909, as amended, proposes that Chapter DI, Section 7 of the
Charter of the City of Ferndale be amended to read as follows:
The Mayor shall be the presiding officer of the Commission and executive head of the
City, and shall perform such other duties as are or may be imposed or authorized by the
laws of the State and this charter. In times of public danger or emergency, the Mayor may
take command of the police, and such other departments and subordinates of the City as
may be deemed necessary by the Commission, and maintain order and enforce laws. The
Commission shall, at the first regular meeting, elect a member of the Commission as
Mayor Pro Tern, who, during the absence or disability of the Mayor, shall perform those
duties, during the time of such absence or disability, and exercise all the duties and
possess all the powers of the Mayor. In the absence or disability of the Mayor Pro Tern,
the Commission may temporarily appoint one of its members to that office. The Mayor as
a member of the Commission shall have the right to vote upon all matters before the
Commission and shall possess all the other rights and powers of members of that body.
The Mayor shall not have the right of veto.
