IN RE: REPORT ON MISC. RES. #5947 - EMPLOYMENT OF LEGISLATIVE AGENT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
The Personnel Practices Committee reports Miscellaneous Resolution #5947
and recommends that said resolution be amended as proposed by the Legislative
Committee as follows:
"NOW THEREFORE BE IT RESOLVED that Oakland County
employ a full time Legislative Agent for the legislative year ending
December 31, 1972, to be paid on a contractual basis at a rate not
to exceed $15,000 per year.
"BE IT FURTHER RESOLVED that a committee composed of the
Chairman of the Board of Commissioners, Chairman of the Legislative
Committee, Chairman of the Personnel Practices Committee and Civil
Counsel select the Legislative Agent to be employed by the County.
BE IT FURTHER RESOLVED that the Chairman of the Board of
Commissioners be authorized to execute a contract in accordance with
the foregoing terms."
The Personnel Practices Committee, by VV. L. Mainland, Chairman, moves
that Miscellaneous Resolution #5947 be adopted as hereby amended.

RE: EMPLOYMENT OF LEGISLATIVE AGENT

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
MR. CHAIRMAN, LADIES AND GENTLEMEN:
WHEREAS, the legislative liaison work in the County of Oakland
has grown to the point where it can no longer be handled as a
part-time activity; and
WHEREAS, the legal activities in the Office of the Oakland
County Civil Counsel has increased to the point it no longer allows
one of the current staff positions to be used for legislative
liaison work;
NOW THEREFORE BE IT RESOLVED that the Oakland County Civil
Counsel be and he is hereby authorized to employ a full-time
Legislative Agent for a one-year time period, to be paid on a
contractual basis at a rate not to exceed $15,000.00 per year.
The Personnel Practices Co ittee, by Mr. William L. Mainland,
Chairman, moves the adoption of the foregoing resolution.

LEGISLATIVE AGENT CONTRACT
THIS AGREEMENT made this 22nd day of May, 1972, between
the COUNTY OF OAKLAND, a MichiganConstitutional Corporation,
:hereinafter called "County", and JOSEPH B. MULLEN, residing at
3495 West Breckenridge, Birmingham, Michigan, Legislative Agent,
Hhereinafter called "Aa-ent";
WITNESSETH:
For and in consideration of the mutual covenants and agree
ments herein contained, it is agreed by and between the parties
direction and control of the Oakland County Civil Counsel.
(b) The Agent shall assist the County in the develop-
Jflent of the legislative program for the County.
(c) The Agent shall attend all regular and special
:sessions of the State Legislature as well as all committee meet-
ings, study committees, conferences and sub-committees of the
HState Legislature devoted partially or exclusively to matters
affecting the County of Oakland Or counties in general in the
State of Michigan, and shall promptly report to the Legislative
Committee and the Civil Counsel Or such Department or Departments
of the County as the Chairman of the Legislative Committee or the
:Civil Counsel shall direct, on all matters of County interest and
concern under consideration or study by the State Legislature or
any Committee or Sub-Committee thereof.

1. The duties of the Agent shall be as follows:

departments as the Chairman shall so direct on any matters pertain
ling to legislation or the legislative program in which the County

3. The Agent, shall during the life of his contract, use '
his best efforts and endeavors to promote the interests of the
County and shall devote such attention, skill, knowledge and
ability as may be necessary in order to effectively carry out and
:perform his duties and responsibilities as Agent,

the life of this contract, and shall devote his full time in

5. The Agent shall inquire into and promptly report to
the Chairman of the Legislative COmmittee and/or the Civil Counsel
or such other committee, department or departments as the Char
man shall direct on all matters relating to pending legislation

6. The County shall pay to the Agent the sum of One Thou- 1
:sand Two Hundred Fifty ($1,250.00) Dollars per month, payable in
equal semimonthly installments.
7. If the Agent shall be !incapacitated to a degree which,
in the judgment of the Civil Counsel, shall render him ineffective 1
in performing the necessary services contemplated in this Contract,
the County shall have the right, at its option, to either declare i
this Contract terminated and all relationship between the County
and the Agent ended, or suspend the respective duties and liabil-
lities under this Contract until, in the opinion of the Civil

8. The Agent agrees that at all times he will conduct

9. The Agent shall have the right to terminate and cancel

11. The relationship of Agent to the County is and shall

or benefits such as workmen's cortensation benefits or liabilities,

:insurance rights or liabilities, or such other rights, provisions
or liabilities arising out of a Contract of hire or employer-
employee relationship, shall arise or accrue to either party as

12. This Contract shall terminate at the close of the

Mr. Chairman, Ladies and Gentlemen:
Pursuant to Rule 11,c of this Board, the Finance Committee finds
monies sufficient to fund this position for the balance of the current fiscal
year, such monies to be derived from the Contingent Fund.
