RE: Three (3) Charter Amendments Approved by the Electors of the City of Ferndale
Dear Ms. Johnson:
Enclosed please find two (2) printed copies of each of the following three (3) Charter Amendments as
approved by the qualified electors of the City of Ferndale at the General Election held on November 6,
2007:
Charter Amendment 07-01
This Charter amendment increases the salary of Council Members of the City to $5,000.00 per
year, which increases the salary amount from the amount set in 1927.
Charter Amendment 07-02
This Charter amendment modifies the Charter provision to eliminate the limitation that no City
property of a value of more than Five Hundred Dollars ($500.00) be sold until sealed proposals
have been advertised for and received.
Charter Amendment 07-03
The Charter amendment modifies the City's power to sell property or any interest therein to
eliminate the limitation that no property of a value in excess of two dollars per capita according to
the last preceding United States census (approximately $45,000) be sold unless approved by
three-fifths of the City's electors.
In addition, as required by MCL 117.24, enclosed is a certified copy of the Canvass of Votes.

RESOLUTION
Moved by Mayor Porter, Seconded by Council Member Covey, to adopt the following
Resolution:
BE IT RESOLVED, by the City Council of the City Ferndale, Michigan as follows:
1. Council, by at least a three-fifths vote of its members, pursuant to the authority granted
by Act 279 of the Public Acts of 1909, as amended, proposes that Chapter III, Section 8, of the
Ferndale Charter be amended to read as follows:
Each Council Member shall receive a salary of $5000.00 per year
payable in twelve (12) equal monthly installments on or about the first
of each month during his/her incumbency in office. This salary shall
be effective for the year following this election. Except as to Divisions
and Departments under the direction of the Council and except for the
purpose of inquiry, the Council and each of its Members shall deal with
the administrative branch of the City government solely through the
Manager and neither the Council nor any member thereof shall give
any order or direction either publicly or privately to any of the
subordinates of the Manager.
Provisions of the existing Chapter III, Section 8, of the Charter of the City of Ferndale to be
amended by such proposal, if adopted, now reads as set forth below:
Each Council Member shall be paid for his services the sum of $10.00
for each and every meeting of the Council attended by such Member;
provided, however, that no Member of the Council shall be entitled to
receive more than $500.00 in any one year and pro rata for any portion
of year. Except as to Divisions and Departments under the direction of
the Council and except for the purpose of inquiry, the Council and
each of its members shall deal with the administrative branch of the
City government solely through the Manager and neither the Council
nor any member thereof shall give any order or direction either publicly
or privately to any of the subordinates of the Manager.
2. The purpose of the proposed Charter amendment shall be designated on the ballot as
follows:

Governor of the State of Michigan for her approval, and transmit a copy of the purpose of the

5. The proposed Charter amendment shall be submitted to the qualified electors of the City
at the election to be held in the City of Ferndale the 6th day of November, 2007 and the City
Clerk is directed to give notice of the election and notice of registration in a manner prescribed
by law and to do all things and to provide all supplies necessary to submit such Charter
amendment to a vote of the electors as required by law.
6. The proposed Charter amendment shall be published in full together with the existing
Charter provision amended as part of the notice of election or once in a local newspaper not
less than ten (10) days before election day.

At a regular meeting of the City Council of the City of Ferndale, Oakland County,
Michigan, held in the Council Chambers at 300 E. Nine Mile, Ferndale MI 48220 on the 27 th day

The following resolution was moved by Councilman Galloway and seconded by
Councilman Lennon:
