DALY Secretary 410 FORWARD One of the requirements of Act 90, Public Acts of 1913 1 under which the Oakland County Airport Committee operates, is that the Committee wake an Annual Report to the Board of Commissioners. It is with pleasure that your Airport Committee submits this report for 1972. We have spent a busy and productive year working toward the development and improvement of the two County-owned airports. Limitation of time and space preclude a detailed account of all of our efforts. This report should be considered, therefore, as a summary of this past year's highlights. OAELAND-PONTIAC AIRPORT continues to operate in the black. Specific points of progress are listed in this report. Mast significant has been the construction of a parallel east/West runway and terminal ramp extension with use of Federal and State funds. The terminal ramp extension is completed and in operation. The runway and its related taxiway network . are almost complete. Late next spring they will offer much needed relief to the Airport's traffic and provide safety by separating the smaller and larger aircraft. A complete instrument landing system is almost fully installed. This very mu& needed improvement should be in operation within the next month. The installation will increase safety and allow the airport to be operational at times when it is now closed. OAKLAND-ORION AIRPORT continues to operate under the lease management agreement with NtGran Co., Inc. at no cost to the County. With the help of a State grant and in conformance with the Master Plan for a basic utility general aviation airport adopted by the Board of Clownissioners in DeceMber 1971, paving of the north/South runway was commenced. Because of an unseasonably wet fall, the project will be completed next spring. Ninety days after the runway's completion, rent will be received from the facility. The improved facility will relieve Oakland-Pontiac and serve the need's of smaller planes and local business. • JANUARY In Jannary 1972, Patrick K. Daly was appointed to the Airport COmmittee to replace James N. Brennan. Members of the Committee selected their officers for the 1972 year as follows: Niles E. Olson, Chairman; Wallace F. Gabler, Jr., Vice-Chairman; Patrick K. Daly, Secretary. The Federal Aviation Administration reported that for the year 1971 there occurred at the Oakland-Pontiac Airport 228,025 operations. This constituted a decrease of 3.3% from 1970 but resulted in the Airport operating as the second busiest in the State. FEBRUARY Consideration was given to an interior circulation system study for the Oakland- Pontiac Airport. This study proposes an interior loop road and a boulevard entrance to the terminal building. Several leases were amended incorporating appropriate civil rights language in accordance with the Federal Aid Program. NARCH Application was made with the Michigan Aeronautics Commission and the Federal Aviation Administration for aid in developing Oakland-Pontiac Airport as part of the 1974 Program. TWo parcels of property located north of the airport were acquired as part of the parallel runway construction program. These were the last two properties needed in fee simple as part of the 1972 expansion. A Light Lane Easement was acquired from the Michigan Department of Natural Resources over property west of the Airport for installation of part of the instrument landing system. The addition to the Voyager Restaurant in the terminal building was completed. The expansion of the restaurant occurred to the east of the building and increased the seating capacity by 180. -2- APRIL • A determination was made to provide a supplerrental aviation weather reporting station at the Cekland-Pontiac Airport. This service provides weather information to pilots between the hours of midnight and 6 a.m. when the Federal Aviation Administration Control Tower is not in operation. Airport personnel have been trained for weather observation and the necessary equipment has been purchased. MAY Bids were received for the 1972 Federal and State Aid Program for instrument landing system site clearance, terminal ramp extension, and parallel runway/taxiway network construction. Groleau Brothers of Union Lake was low bidder for the parallel runway and terminal ramp construction; Harry Fox, Inc. of Roseville was the low bidder for the instrument landing system site work. As a security measure, it was determined to install a new gate with an electronic opener by remote control in front of the maintenance facility. This has been installed and is in operation. JUNE Grants were received in a maximum obligation of $1,174,000 from the Federal Government and $314,000 from the State Government for the 1972 construction program. Site plans were prepared for the Astro Park (for corporation aircraft) to be constructed in the northwest section of the Airport in 1973. JULY The projects representing the 1972 Federal and State Aid Program were under construction. A new land lease was executed with Air Machines, Inc. for a lot occupied by a hangar and formerly used by DeVleig Machine Company. The lease for County-owned facilities by the Federal Aviation Administration in the terminal building Odle control tower and offices) was updated. • AUGUST • Negotiations occurred for the purchase of a six-acre parcel of property north of M-59 and adjacent to the Oakland-Pontiac Airport for the future relocated main entrance road. SEPTEMBER Bids were received for the north/south paving project at Oakland-Orion Airport. The lowest qualified bidder was the Charles W. Anderson Company. Acquisition of the six acres of land for the future relocated main entrance road to the Oakland-Pontiac Airport terminal building was completed. OCTOBER A Grant for amaximmobligation of $32,850 was received from the State of Michigan for paving the north/south runway at Oakland-Orion Airport. Construction of the project began immediately. Provisions were made for the Clarkston Composite Squadron of the Civil Air Patrol to base its headquarters in an office on the second floor of the County maintenance facility at the Oakland-Pontiac Airport. A license was granted to the Federal Aviation Administration to install and operate the instrument landing system on County owned and controlled property. NOVEMBER Provision was made to improve the facilities and service connected with the Oakland-Pontiac Airport terminal building in two directions: first, it was determined to construct additional sewage facilities as necessitated by increased use of the terminal building; secondly, additional snow removal equipment was acquired for the recently expanded ramp. Attached is the most recent Statement of Operations for the Oakland-Pontiac Airport as of October 31, 1972.
