IN RE: SUPPORT OF H.B. 5346- OFFICE ACCOMMODATIONS FOR
SOCIAL SERVICES DEPARTMENT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS the County presently provides office accommodations for the Social
Services Department and is reimbursed by the State; and
WHEREAS under the formula proposed in H, 8. 5346 the County would receive greater
reimbursement for the same office space used by the Social Services Department; and
WHEREAS your Committee concurs in the recommendation of the Board of Auditors
that said bill be supported;
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
supports H.B. 5346.
The Legislative Committee, by Marguerite Simson, Chairman, moves the adoption
of the foregoing resolution.

A bill to amend section 45 of Act No. 280 of the Public
Acts of 1939, entitled as amended
"The social welfare act,"
as amended by Act No. 74 of the Public Acts of 1966,
being section 400.45 of the Compiled Laws of 1948.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Section 1. Section 45 of Act No. 280 of the Public
2 Acts of 1939, as amended by Act No 74 of the Public Acts
3 of 1966, being section 400.45 of the Compiled Laws of 1948,
4 is amended to read as follows:

1 Sec. 45. There is created a county department of social
2 services, hereinafter called the county department, in each
3 county of this state, which shall possess the powers granted
4 and perform the duties imposed in this act. The county
5 department shall consist of a county social services board
6 and the director of the county department, together with
7 such assistants and ernployeesi as may be necessary to operate
10 state department shall make all administrative disbursements
11 INCLUDING THE COST OF PROVIDING OFFICE ACCOMMODATIONS for
12 integrated services but the county shall reimburse the state
13 for the portion of administrative expenses INCLUDING THE
14 COST OF PROVIDING OFFICE ACCOMMODATIONS earned in respect
15 to county functions.
16 The salary and expenses of each individual member of
17 the county board shall be fixed by the county board of
18 supervisors according to the amount of time necessary he
19 shall devote to the 1;erformance of his duties. A member of
20 the county board may not serve as the director or an employee
21 of. the county department. The members of the county boards
22 shall be appointed at the annual October session of super
23 visors, and they shall qualify by taking and filing the
24 oath of office with the county clerk, and assume their

1 duties as prescribed by this act not later than November 1
2 of the year appointed.
3 The director, employees and assistants of the county
4 department shall be appointed by the state department as re -
5 commended by the county or city board from among persons
6 certified as qualified by the cztate civil service corn-
7 mission, section 48 notwithstanding, and in accordance
8 with the staffing requirements of the state and county
9 departments.
