RESOLUTION NO 5950
RE: COOPERATIVE REIMBURSEMENT AGREEMENT

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
MR. CHAIRMAN, LADIES AND GENTLEMEN:
WHEREAS, the Oakland County Board of Commissioners, by
Miscellaneous Resolution No 5765, dated August 5, 1971, approved
the filing of an Application for a Cooperative Reimbursement
Grant; and
WHEREAS, said Grant has been approved and a Contract has
been submitted to the County of Oakland to be executed by the
Chairman of the Oakland County Board of Commissioners; and
WHEREAS, the Contract must be approved by this Board of
Commissioners.
NOW THEREFORE BE IT RESOLVED that the Cooperative Reim-
bursement Program Agreement between the Michigan Department of
Social Services and the County of Oakland be and the same is
hereby approved. •
BE IT FURTHER RESOLVED that the Chairman of the Oakland
County Board of Commissioners be and he is hereby authorized to
execute said Agreement on behalf of the County of Oakland in the
form attached hereto.

This agreement executed as of • a 191:2 by and between
The County of Oakland
(hereinafter 'County') and the Michigan DepOtment of Social Services (hereinafter
'Pepartment");
WITNESSETH THAT
WHEREAS, Department under the Social Security: Act, Title IV, section 402(a), and
under the Social Welfare Act, sections 10 andl 14(m), has been delegated respon-
sibility for the development and implementatien of a program to establish paternity
and secure support for children receiving ADC benefits, and
WHEREAS, Department desires to enter into an agreement with County to: 1) assist
Department in providing the services necessary to establish paternity and secure
support for children receiving ADC benefits
and
WHEREAS, County is desirous of entering into such an agreement with Deprt-:7.et;
NOW THEREFORE: County and Department, in consideration of the promises and mutual
covenants hereinafter contained, do hereby agree as follows:
1. Scope of Services
Services will be provided to ADC assistance recipients,

The Staff of the Office of Central Registry will be assigned to work as liaison
between County and Department and further, said staff will lend technical assist-
ance and advice to County.
4, Payment-Schedule and Amount
A. Amount. Payment will be made on the basis of the Program Budget which
is Part III of the Program Anolication,a copy of which is attached hereto and made
a part hereof by reference provided, that no more than $.= 57,317.91
shall be paid from combined State and Federal Funds during the duration of this
agreement.
B. Schedule. Payment will be made monthly upon receipt of itemized billing for
actual expenditures incurred pursuant to this a'greement- All payments will be
used only for the conduct of the prosr as enc :massed by this agreement.
5. EquiT7.a7)t
An inventory shall be maintained of all equipmeOt purchased by County pursuant
to this agreement. County shall take the necesSary action to assure that title to
all aforesaid equipment shall be vested in the State of Michigan upon expiration
of this agreement, or in the event equipment is purchased with combined county
and program funds, the pro rata share of title to said e7iprfint shall be vested
in the State of Michigan or otherwise protected
6. Cancellation, Termination and Amendment
This agreement may be terminated, cancelled, reftked and annulled by either party
upon written notice of at least sixty (60) days

7. Records
County shall maintain such records as are deemed necessary by Department to assure
a proper accounting for all costs. These records will be made available for
audit purposes to Department, the Auditor General, or any authorized repres-

entative of the State of Michigan, and will be retained for ' years after the
expiration of this contract unless permission te destroy them is 7ranted by both
Department and the State of Michigan.
8. Reports and Inspections
County shall make financial, program progress and other reports as requested
by Department.
9. Maintenance of Fiscal Effort
Program funds (State and Federal) will not be uSed as a substitute for local
funds that would normally have been made available for the items covered by
this agreement. County will maintain its pre-arent fiscal effort relative
to agreement items.
10. Confidentiality.
Information provided by Department or the local Department of Social Services
in cooperation with County and in furtherance of the aims and ..r.lurposes of this
agreement will he used only for the purposes intended,
11. Political Activities
None of the funds, materials, property, personnel or services contributed by
Department or County under this agreement shall he used in the performance
of this a,(:rcc=t for any partisan political activity, or to further the election
or defeat of any candidate for public office.
12. RellOpus Activity
There shall he no relieieus worship, instruction or pr3s2lytization as part of

agrees to comply with the provisions of the Constitution -of the State of Michigan,
Article 1, Section 2. County further agrees tO comply ‘qith the Civil Rights
Act of 1964 (78 Stat. 252), the Regulations of the Pepartmont of Health, Education
and Uelfare issued pursuant to that act, and the provisions of Executive Order
11246, Eoual Employment Onportunity, dated Sentomher 24, 1965.
14. Royalties
Department reserves a royalty-free nonexclusive license to use and authorize
others to use all copyrightable or copyrig h ted
program.

PART II - PROGRAM NARRATIVE
PROGRAM SUPERVISOR (List official title and :address of the person who will set
personnel policies, appoint new employees arid will otherwise exercise supervisory
powers and duties.)
Prosecuting Attorney - Thomas G. Plunkett the Prosecuting Attorney will
be responsible for the supervision and, hiring of all personnel under
this program. It will be the Prosecuting Attorney's responsibility
to execute the policy for the administration of this program which
policies will be developed with the Director of the Department of
Social Services.
PROGRAM PERSONNEL (List title, re s ponsibilities , duties and employment
prerequisites such as education, experience,ete.)
1) One additional Assistant Prosecutor will be added to the staff.
This Assistant's responsibility on a f011 time basis will be solely
related to Paternity and Support matters. This attorney will rr ,p7,7,-
sent the Department of Social Services and the Plaintiff in all family
support cases. He will also initiate and co-ordinate on behalf of
the client and the Department of Social Services all Paternity and
U.R.E.S.A. actions, he will personally ':handle all criminal non-suTT=t
actions and all warrants issued in this area will be investiated and
commenced under his supervision; he will investigate, authorize and
prosecute all Social Service fraud cases.
In addition to the above described responsibilities he will work
closely with the Department of Social Services acting as a legal
advisor and will represent the Department in all disputed cases
between the Department and a client. He will also act as a co-ordinat#
between the Prosecutor's Office, the Department of Social Services
and the local police agencies in all ca0es related to welfare. This
position is to be fully funded by the State.
2) Special Investigator: A specialH investigator is required to
assist both the Assistant Prosecutor and the Department of Social
Services His primary duties would be to investigate all matters
relating to welfare assistance. In addition, he would be required to
assist the Assistant Prosecutor in invetigating and pro -flaring all
cases of non-support and welfare fraud.! This position would be
fully financed by the State. Reo.uest: That the Special invostigatoL
location would be at the Department of Social Services, Pontiac,
Michigan. This position is to be fully funded by the State.

PROGRAM FUNCTION (Describr, the nature and e x tent of the expansion of present
services and the nature and extent of services created pursuant to the program.
Include how these services will be providcd where they will be provided and other
pertinent facets of the prpgram, use continuation sheets if necessary.)
SOCIAL SERVICES NARRATIVE
The services of additional staff Within the Office of the County
Prosecutor will allow full time to the prosecution of fathers who
fail to pay support, and establish paternity and URESA actions. This 1
addition of staff will result in the collection of child support for
families., and it is anticipated that such will result in a number of 1
families not being faced with a need tO seek public assistance. The
investigator will function as liaison between the Department of Sociall
Services and the Assistant Prosecutor, assigned to the foregoing duticsi.
This investigator will be responsible to the Prosecuting Attorney, andi
we understand will attempt to resolve problems without the necessity 04
trial when possible. The investigator will represent the person with-
in the Prosecutor's Staff to whom the Department of Social Services
will make referrals concerning individuals who are potential assistanc4
recipients. This function will again be of service in those situational
where individuals are uncertain as to their status when a Court Order I
for support is non-existent.
The proposed Assistant Prosecuting Attorney and the clerk assign-
ed to this service will be provided with necessary office space and
equipment within the Prosecutor's Office. We would propose that the
special investigator be located in the Department of Social Services
building.
It is proposed that the development of the foregoing staffing
pattern within the Office of the Proseuting Attorney will achieve
greater identity of persons responsible for the support of their
families; as well as the enforcement of this obligation. Equally
beneficial, will be an opportunity forlthe Social Services Depart=nt
to assist those families who are deprived of financial support of a
parent due to death, or an innability to assist due to health or simi-
lar problems. As a result of increased personnel, it is anticipated
that much more thorough work can be realized in investigation and
prosecution of all welfare related cases. Through greater concentra-
tion in this area it is hoped that the cost of welfare assistance will
be decreased by efficient and prompt lOcation and prosecution of
those parties responsible for support,1

3) Clerk: One additional clerk would be required. Speci-
fically, the duties of the additional clerk would include the
following: Interviewing of clients referred by pepartment of
Social Services on Paternity and Non-Support matters, processing
of paper-work on paternity, family support and U.R.E.S.A. actions.
Preparation and processing of Criminal Non-Support actions, and
general secretarial typing, filing and processing of paper work
related to this program. This position will be fully funded by
the State.
