ACCOUNT REALLOCATION - TOWNSHIP OF ROYAL OAK
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS Community Development funds have been set aside in a Contingency
Account over the past several years in accordance with Board resolution 9181
dated November 1, 1979; and
WHEREAS it is important and in the best interest of the County and the
communities participating in the Community Development Block Grant Program
to reallocate contingency funds to specific projects so they can be expended
on needed projects in a community; and
WHEREAS the Oakland County Community Development Housing Council, Citizens
Advisory Council and Board of Commissioners have recommended reallocation of
Contingency Account funds for the purpose of increasing housing opportunities;
and
WHEREAS the Township of Royal Oak has requested the use of $5,000 of CDBG
Contingency funds, for the purpose of rehabilitating a duplex housing unit; and
WHEREAS the Citizens Advisory Council unanimously approved this recommen-
dation.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approve the reallocation of $5,000 of Community Development Contingency Account
funds to the Township of Royal Oak for rehabilitation on a duplex housing unit.
Mr. Chairperson, on behalf of the Public Services Committee, I hereby move
the adoption of the foregoing resolution.

Subject: Request for Financial Assistance to Complete Last Resort
Housing Improvements (21408-10 Woodside)
As one of the communities participating in the County Block
Grant Program, the needs of the Township and its' citizens will
be brought to your divisions attention whenever your assistance
is needed.
It is with this outlook that I am now requesting approval of
an expenditure from your 1983 Contingency Fund for the purpose of
completion of improvements on housing constructed in 1981 under
Last Resort Housing Section 206 (a) of the Uniform Act.
In preparation for conveyance of a life estate interest by the
Township to the present occupants who are low income elderly per-
sons, items relating to insulation of the attic and basement areas
are necessary to be completed. These improvements were not done pre-
viously because of a shortage of funds from the 1979 Hold Harmless
CDBG program and the ultimate closeout of the succeeding small cities
program 1978-80. UM PI
The improvements were previously bid out and the cost is not ex-
pected to exceed $5,000 total. I have discussed this situation with
Wayne Gershon of your staff whom I feel has an understanding of the
problem.
This This situation is an urgent one. If you can consider this pro-
posal in the immediate future, your acknowledgment of this request
would be greatly appreciated. I await your reply.

Subject.: Unfinished duplex - Township of Royal Oak, 21408-10 Woodside Street
This office is in receipt of requests including two by resolution of the
Township board dating back eighteen months requesting that this division
find a means for completing two housing units owned by the township.
The units arc attached duplex built in 1981 for rental to indigent, eld-
erly persons under the "Last Resort Housing Section 206(a). These are
factory built modular units and are electrically heated. The completion
items required are more insulation in the attic from R-29 to an R-35 stan-
dard and insulate and apply drywall to interior of outside basement walls.
The total cost estimate is $5000 for both parts both units.
The federal funding direct to the township, ran out before these finishing
items could be installed (the need is apparent only because electricity
was used as the heating method). The individual occupants are living rent
free and the township pays utility bills after the changes tenants will pay.
The units are not privately owned, the township owns them. This makes it
difficult to have a grant or deferred loan under the usual rules. The
township will use them for other simiarily situated persons when the present
tenants vacate (each has a life estate). A deferred loan would not be appro-
priate as the township would be the one to pay and they do not have resources
to do it.
An allocation for county contingency has been suggested. This requires the
formal steps through the housing committees, council and board action that
would be difficult to attempt and to explain to press, public and commissioners.
The net result, assuming approval at all levels, would be the same as using
existing housing rehabilitation allocation for this.
I propose that it be called a rehabilitation grant case and that a contract
be let by this office for the work to be charged to housing rehab account. A
lien could be attached to the property so if the township sold the units a
claim could be exercised.
A set of plans and specifications now exists in our office that could be the
basis for bidding the job.
This would get the project going before another year of high utility costs
add further to the waste of public funds that we have now witnessed.
