G, WilLIAM'CADDELE, CHAIRPERSON IN RE: SHERIFF'S DEPARTMENT - CONTRACT AWARD FOR JAIL REROOFING TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, by Miscellaneous Resolution #83252 of September 7, 1983, the Board of Commissioners authorized the County Executive's Department of Central Services to receive bids for conventional reroofing of Jail at an estimated cost of $300,000; and WHEREAS in accordance with bidding procedures established by this Board, bids were received and opened June 21, 1984 for construction work; and WHEREAS the County Executive's Department of Central Services has reviewed all bids submitted and recommends that the lowest responsible bidder, Michigan Roofing and Sheet Metal Company of Detroit, Michigan, be awarded a contract for reroofing work in the amount of $433,796 which includes replacing all ceiling insulation and redoing lightning protection system; and WHEREAS additional costs are estimated to be $4,500 for consulting fees, $400 for Administrative Costs and $43,670 (10%) for Contingency; and WHEREAS the total project cost is estimated to be $482,366 as detailed in the attached schedule; and WHEREAS funding for the Law Enforcement Complex reroofing is provided in the 1984 Capital Improvement Program. NOW THEREFORE BE IT RESOLVED as follows: I) The contract proposal of Michigan Roofing and Sheet Metal of Detroit, Michigan, in the amount of $433,796 be accepted and the contract awarded in concurrence with the Planning and Building Committee recommendations, 2) Funds be provided in the amount of $48,570 to cover the remaining project costs, 3) The Chairperson of the Board of Commissioners be and hereby is authorized and directed to execute a contract with Michigan Roofing and Sheet Metal of Detroit, Michigan on behalf of the County of Oakland, 4) These awards shall not be effective until the awardee has been notified in writing by the County Executive's Department of Central Services, Facilities Engineering Division, Pursuant to Rule XI-C of this Board, the Finance Committee finds $482,366 available in the 1984 Capital Improvement Program - Jail Renovation. William Caddell, Chairperson SHERIFF'S DEPARTMENT - CONTRACT AWARD FOR JAIL REROOFING TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen; The Finance Committee, having reviewed the recommendation of the Central Services Department concerning the "Contract Award for Jail Reroofing," reports with the recommendation that this matter be referred to the Planning and Building Committee recommending that it reject all bids and go out for new ones. Mr. Chairperson, I move the acceptance of the foregoing report. SERVICES FACILITIES ENGINEERING DIVISION AWARD OF CONTRACT FOR JAIL PROOFING PROJECT NO.: 83-10 July 3, 1984 In accordance with authorization received on September 7, 1983, in the form of Miscellaneous Resolution No. 83252, drawings and specifications for the Jail Reroofing were prepared. The project was advertised and bids were received at 2 P.M., on Thursday, June 21, 1984. These bids are summarized on the attached Bid Tabulation Sheet. The low responsible bidder was Michigan Roofing & Sheet Metal Company of Detroit, Michigan with a bid of $431,796.00. This contractor has performed satisfactorily for us before, most recently on the roof of the Jail Gymnasium Addition. Alternate #1 would have extended the warranty period from 5 to 10 years for an additional $2,000.00 As any problems we are likely to have will develop in the first 2 years; and as this membrane has an excellent performance record; and as the County would still be responsible for repairs not caused by faulty workmanship or materials; we are recommending that the alternate not be accepted. The total project cost is estimated to be: 1. Construction 2. Consultant 3. Administrative Expense Sub-Total 4. Contingency (10%) Total Project Cost $431,796.00 $ 4,500.00 $ 400.00 $436,696.00 $ 43 670.00 $460,366.00 Funding in the amount of $489,000 is available from the Jail Renovations line item in the 1984 Capital Improvement Program. We are, therefore, recommending that a contract in the amount of $431,796.00 be awarded to Michigan Roofing & Sheet Metal Company. Further, we are recommending that total project funding in the amount of $480,366.00 be appropriated. NOTE: Action taken by the Planning and Building Committee on 7/3/S4 also added Alternate #1 in the amount of $2,000 to the construction, thereby increasing the construction cost and the total project cost to $433,796 and $482,366 respectively. (23) NAYS: None. (0) A sufficient majority having voted therefor, the motion carried. Moved by Price supported by Perinoff to amend the resolution by striking the amendment attached. (Amendment provides that all bids are rejected and the Planning and Building Committee be authorized to begin anew the bid and readvertise the reroofing of the Oakland County Jail). A sufficient majority having voted therefor, the amendment carried. The Chairperson stated the resolution is before the Board as originally presented. Discussion followed.
