IN RE: LEGISLATIVE COMMITTEE'S POSITION ON H. B. 6256 - STATE LAND
USE POLICY
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS House Bill 6256 is a long and complicated bill and the changes
initiated by it would have far reaching impact on a variety of areas, from taxation to
zoning and building codes; and
WHEREAS the numerous and extensive ramifications of the proposed legislation
are beyond the capabilities of your Legislative Committee to properly and exhaustively
analyse; and
WHEREAS it is believed the broader based Michigan Association of Counties is
better equipped and represents more of the units of government affected by this proposed
legislation than does this Board of Commissioners;
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby approves referral of House Bill 6256 to the Michigan Association of Counties for
study and analysis and authorizes the Chairman of the Legisrative Committee to forward
the attached letter to the Association with that request.
The Legislative Committee, by Marguerite Sirnson, moves the adoption of the
foregoing resolution,

The Legislative Committee of our Board has been reviewing the
referenced legislation in an effort to determine its impact on county
and local governments as well as the business communities and citizens
of Michigan.
After several sessions of review, we have concluded that the
numerous and extensive ramifications of the proposed legislation are
beyond our capabilities to properly and exhaustively analyze. The
change initiated by such broad legislation has such a far reaching
impact on, and triggers so many changes and reactions into such a
variety of areas from trocntinn tr, 7nnInn and imji1rilnn rnrIpc ; ti-Int we
would find it easy to take a negative position and resist all efforts to
enact any part of the program. We, however, refuse to take such an
arbitrary position and we are too frightened of the possible adverse
effects (usurpation of all local control over planning and development)
of adoption of the legislation in its present form to ignore it.
We have decided that the legislation and its Individual effect on
all segments of county and local governments in the State require ex-
haustive study, analysis and review, which we are sure would result
in numerous recommendations fori modification and clarification of
many aspects of the proposal.

We likewise feel that the broader based Michigan Association
of Counties is better equipped and represents far more of the units
of government affected by the proposal than does our County
Commission. We, therefore, respectfully request that the Associ-
ation establish a task force committee from its membership, with
staff assistance made available, to make the proper study of this
proposal and report to all members its findings and recommendations.
In view of the. comparable potential impact of this legislation on
cities and townships, perhaps a joint effort by both organizations
would have some merit, and in the end present a far more formidable
Force to obtain such revisions determined to be in the best interest of
local government when presented to both the state and federal
representatives.
Oakland County, while asking that this matter be given prompt
and thorough attention, also offers its assistance as may be desired
and useful in pursuing this project.
It is our final conclusion that this type of legislation can only
be considered, and the desired portions enacted, on a piece-meal
or planned step-by-step basis, rather than by adoption of one com-
plete package as set forth in the referenced bill. It is therefore,
our first request that the Association establish a position in agree-
ment with this final conclusion and apply its initial efforts to
delaying consideration of the proposal by the legislature until our
overall suggestions can be implemented, and then until the resulting
conclusions and recommendations are completed.
