RE: GRANT APPLICATION FOR COOPERATIVE REIMBURSEMENT
AGREEMENTS - CHILD SUPPORT

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
MR. CHAIRMAN, LADIES AND GENTLEMEN:
WHEREAS, there is available to the County of Oakland a Federal
Grant to provide services to ADC recipients and potential ADC re-
cipients by commencing paternity actions and reciprocal support
actions; and
WHEREAS, no County funds will be expended in such program; said
program is funded jointly by Federal and State Funds; and
WHEREAS, the County will be required to supply stationery and
other office equipment; and
WHEREAS, it was necessary to file the Grant Application prior
to the Board meeting to be held on August 5, 1971; and
WHEREAS, the Chairman of the Oakland County Board of Commis-
sioners signed and filed said Grant Applicatjbn to reserve the
County's rights to obtain a Grant.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners, on behalf of the County, of Oakland approves the
filing of a Grant Application with the Michigan Department of Social
Services, a copy of said Grant being attached hereto and made a part
hereof.
The Human Resources Committee, by Mr. James Mathews, Chairman,
moves the adoption of the foregoing resolution.

Application is hereby made to the Michigan Department of Social Services for approval
of a program designed to provide services to APE recipients and potential ADC
recipients in accordance with the HEW approved state plan to establish paternity and
secure support.

A) PROGRAM SUPERVISOR (List official title and address of the person who will set
personnel policies, appoint new employees and will other wise exercise supervisory
powers and duties‘)
Prosecuting Attorney - Thomas C. Plunkett the Prosecuting Attorney will
be responsible for the supervision and hiring of all personnel under
this program. It will be the Prosecuting Attorney's responsibility
to execute the policy for the administration of this program which
policies will be developed with the Director of the Department of
Social Services.
B) PROGRAM PERSONNEL (List title, responsibilities, duties and employment
prerequisites such as education, experiencO, etc.)
1) One additional Assistant ProsecUtor will be added to the staff.
This Assistant's responsibility on a full time basis will be solely
related to Paternity and Support matters. This attorney will repre-
sent the Department of Social Service Is and the Plaintiff in all family
support cases. He will also initiatel and co-ordinate on behalf of
the client and the Department of Social Services all Paternity and
U.R.E.S.A. actions, he will personally handle all criminal non-support
actions and all warrants issued in this area will be investigated and
commenced under his supervision; he will investigate, authorize and
prosecute all Social Service fraud cases.
In addition to the above described responsibilities he will work
closely with the Department of Social! Services acting as a legal
advisor and will represent the DepartMnt in all disputed cases
between the Department and a client. 1 He will also act as a co-ordinator
between the Prosecutor's Office, the Department of Social Services
and the local police agencies in all leases related to welfare. This
position is to be fully funded by the State.
2) Special Investigator: A special investigator is required to
assist both the Assistant Prosecutor and the Depar.tment of Social
Services. His primary duties would be to investigate all matters
relating to welfare assistance. In addition, he would be req=3-176-d to
assist the Assistant Prosecutor in investigating and preparing all
cases of non-support and welfare fraUd. This position would be
fully financed by the State. Reo -uest: That the Special Investigator
location would be at the Department Of Social Services, Pontiac,
Michigan. This position is to be fully funded by the State,

3) Clerk; One additional clerk woUld be required. Speci-
fically, the duties of the additional clerk, would include the
following: Interviewing of clents reterred by Department of
Social Services on Paternity and Non-Sul.Dport matters, processing
of paper-work on paternity, family support: and U.R.E.S.A. actions.
Preparation and processing of Criminal Non-Support actions, and
general secretarial typing, filing and processing of paper work
related to this program. This positin will be fully funded by
the State.
