McDonald, Chairperson IN RE: AdiugraA Workweek Schedule for Certain Circuit Court - Friend of the Court Employees TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS Merit System Rule 2, Section VIII, A.2, provides for an adjusted workweek schedule without requiring overtime payments for those divisions which have received approval from the Board of Commissioners and the County Executive; and WHEREAS the Board of Commissioners and the County Executive approved in August of 1983 a Circuit Court proposal to implement a 4/day, 40/hour (4/40) workweek for the Court Service employees in the Friend of the Court for a six month trial period; and WHEREAS the Circuit Court and Personnel Department wish to evaluate further the impact of the modified work schedule on overtime and on the operation of the Court Service Unit prior to making more long range recommendations; NOW THEREFORE BE IT RESOLVED that the Circuit Court - Friend of the Court be authorized to continue for an additional six months the 4/day, 40/hour (4/40) workweek as permitted in Merit Rule 2, Section VIII, A.2. for the Circuit Court Service Officers, Chief-Court Service Officer and Clerk III in the Court Service Unit, as well as one Clerk II in the Typing, Reception and Filing Unit. BE IT FURTHER RESOLVED that the temporary premium of 35 per hour applied to the salary of the Officer serving as "Assistant to the Chief" be continued until such time that an appropriate classification and salary range may be established for these duties. SUGGESTED COMMITTEE RESOLUTION I See Attachment B ATTACHMENT A FRIEND OF THE COURT COURT SERVICE INTRODUCTION/REASON On August 4, 1983 the Board of Commissioners authorized for a six month trial period a 4-day, 40-hour work schedule for the 13 employees of the Court Service unit. It was estimated that an overtime reduction of 44% could be realized. Actual data (see attached) for the five month period* of August through December 1983 shows a reduction of 42% (209.5 hours) when compared to the same period in 1982. It should be kept in mind that other factors such as a decrease in leave time utilized for this period in 1983 may have contributed to the decrease in overtime. In addition, periods of extended leave during both time periods make direct comparisons more difficult. Nevertheless, this reduction is noteworthy in view of the fact that each month shows an increase in resolved warrants over the same period in 1982. The number of arrests were also up in 1983 over the 1982 period despite the fact that Officers are spending almost twice as much time in 1983 providing security for show cause hearings (which have increased due to changes in the law). Finally, it should be noted that the schedule has allowed for better security to be provided for the Friend of the Court offices throughout the entire day. REQUEST Based on the ostensibly positive influence on overtime, increased productivity and the favorable reception of this modified work schedule by the employees in the Court Service unit, as well as other considerations, the Circuit Court proposes that the 4-day, 40-hour work schedule be continued for an additional six months for the employees of the Court Service unit of the Friend of the Court. The additional six month trial period is requested to allow for a more thorough evaluation of the modified work schedule and its impact on overtime and on the operation of the Court Service unit. In addition, the temporary premium of 35 (thirty-five cents) per hour for the officer serving as "Assistant to the Chief" is requested to be continued until such time that an appropriate classification and salary range may be established. *Excludes first week in August which was prior to the plan taking effect.
