Page, County Commissioner - District #13 RE: SUPPORT OF HOUSE BILL 4987 - PROVIDING FOR THE ELIMINATION OF SOCIAL SECURITY INCOME AS A STATE INCOME TAX LIABILITY TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, Congress enacted legislation last April making social security income taxable at certain income levels beginning with the 1984 federal tax year; and WHEREAS, this federal legislation calls for payment of federal income tax on 50 percent of social security income for people filing joint returns with a total income of $32,000.00 or more and for those filing an individual return who have total income of $25,000.00 or more; and WHEREAS, since the Michigan Income Tax is based on the "adjusted gross income" from the Federal tax form, taxpayers will be forced to pay additional state taxes because of the federal legislation; and WHEREAS, this added tax obligation will be a serious financial imposition on senior citizens who as a group can least afford a tax increase; and WHEREAS, many other states have already enacted new state legislation to protect their citizens from an additional state tax beginning in 19814 resulting from the federal law; and WHEREAS, any protection afforded senior citizens from additional income tax liability from any source of pension income is a realistic policy and a recognition of their difficulty in budget management as inflation persists. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners go on record as supporting House Bill 4987 which provides for deduction on the State tax return of social security income included in the adjusted gross income on the federal tax form. BE IT FURTHER RESOLVED that copies of this resolution be sent to all state legislators representing Oakland County and to the county's legislative agent.
