BARAKAT TO THE OAKLAND COUNTY BOAM or COMNIS51.0N12,RS MR. CHATRMAN, LADIES AND GENTLEMEN WHEREAS, the Werld Health. Organization has declared that "Ilalth is a state of coop 1ct phys cal MrIAECA. and social well- being and not merely the absence of disease or lnfimity", ancl it is today nationally accepted that medical care is a right and not a privilege; and V,THIYA,S, the on platted "Royal Oak. Township", in the southeastern part of Oakland. County Department of Health has extensive knowledge and' experience and has performed prior studies in this area, and has consulted and intends to consult further w5th members of the Staff of the University of Michigan. School of Public Health and plans to confer with representative professional and consumer groups, such as County Medical Society, Hospital Planning Council, Comprehensive Health PTannng Council, State DeDartment of Social Services, State Department of Health and others. NOW THEREFORE DE IT RESOLVED that this Board of Commissioners designates the Oakland County Department of Health as the appropriate agency to develop a program for the 101) planning grant, and urge the Department to continuo its public-spirited efforts. -- 3 - BE IT FURTHEI-Z PFSOLVED that the Board of Commissioners supports in princjple and refers to th Health Committee for review and de- ' liberation. the matter of submitting a plann7inq grant proposal to Director Social Security and 7ohal,i]jtation, DeDartment of HEW, on behalf of a consortium. of the above-moritioncri ton jurisdictions 5n southeastern Oakland County.
