HOBART, CHAIRPERSON IN RE: AUTHORIZATION TO RECEIVE BIDS - HEALTH DIVISION LAB EXPANSION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, there currently exists a medical laboratory in both the Health Center and Medical Care Facility; and WHEREAS, the Human Services Department can operate more efficiently and better serve the public if the two operations are consolidated into one location; and WHEREAS, the Medical Care Facility contains the newer of the two laboratories, is more readily accessible, has the space available, and is, therefore, recommended for expansion; and WHEREAS, the cost for remodeling an expanded laboratory operation in the Medical Care Facility is estimated to be $68,400; and WHEREAS, funding for this project is available in the Miscellaneous Remodeling line item of the 1984 Capital Program; and WHEREAS, the cost of this project will be offset by a yearly $10,000 reduction in the Human Services Department's budget. NOW THEREFORE BE IT RESOLVED that the Department of Central Services be and is hereby authorized to receive bids for the Health Division Lab Expansion and a report thereon be made to this Board after receipt and tabulation of such bids. Hobart, Chairperson • OAKLAND COUNTY EXECUTIVE DEPARTMENT OF CENTRAL SERVICES FACILITIES ENGINEERING DIVISION HEALTH DIVISION LAB EXPANSION Project 83-20 February 16, 1984 In order to operate more efficiently and better serve the needs of their patients, it is being proposed that the Health Center and Medical Care Facility laboratories be merged into an expanded laboratory in the more accessible latter location. Regorganization and consolidation of the Medical Care Facility and Health Division laboratories will increase organizational efficiency and effectiveness by: 1. Centralizing most laboratory equipment and personnel; 2. Providing greater staff utilization and productivity by cross- training all remaining staff in both public health and clinical laboratory procedures; 3. Reducing personnel costs by approximately $10,000 annually; 4. Allowing combined laboratory costs to be cost-shared with Michigan Department of Public Health, thus providing the potential for off-setting additional costs of laboratory operations. A representative from the Health Divison will be at the meeting should questions on the need for a merger arise. In order to achieve the expansion, adjacent offices will be removed and the space incorporated into the existing Medical Care Facility Lab. New floor, wall, and ceiling finishes will be installed and the utilities serving the lab will be extended. New cabinets and counters will be installed in the expanded portion and the heating/ventilating system in the affected area will be reworked. Further, the building electrical system will be expanded to accommodate the additional load anticipated from the lab equipment. Finally, at the request of the Medical Care Facility, various miscellaneous mechanical and electrical items not related to the lab expansion have been included in the cost estimate. Total project cost is estimated to be: I. GENERAL BUILDING TRADES A. Demolition $ 700 B. Rework existing counters/cabinets 6,000 C. Administrative Costs Total Project Cost $21,900 $25,000 $57,800 2,000 2,000 5,800 800 $68,400 Of the total project cost, $19,700 is not attributable to the lab expansion. This amount includes $7,000 for heating improvements (Item 2D), $4,000 for additional outlets in bedrooms (Item 38), $6,000 of the cost of reworking the transformer to provide additional electrical capacity (Item 3C), $1,700 as the pro rata share of the contingency, and approximately $1,000 of the electrial engineering consultant's fee. The balance, $48,700, is the actual cost of the laboratory expansion and, on a square foot basis, amounts to $39. Funding is available in the Miscellaneous Remodeling line item of the 1984 Capital Improvement Program.
