HomeMy WebLinkAboutResolutions - 1971.03.04 - 16261February 18, 1971 RESOLUTION NO, 5622 RE: COMMUNITY TREATMENT FOR RECIDIVIST OFFENDERS BY: PUBLIC PROTECTION AND JUDICIARY COMMITTEE -Mr. Aaron TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS MR. CHAIRMAN, LADIES AND GENTLEMEN: WHEREAS, the concept of community treatment for recidivist offenders has been Previously approved by this Board; and WHEREAS, approximately 100 to 1 0 persons who are first and second offenders will be given intensive professional counseling to determine if such counseling would prevent the first and second offenders from continuing their criminal pattern; and WHEREAS, the cost will be approximately $3,000.00 per person which figure is less than the average cost per inmate at the State Prison for Southern Michigan of Jackson; and WHEREAS, the cost to the County of Oakland will be approx- imately 24.6%, the balance of the cost to be provided by a federal grant and the National Council on Crime and Delinquency; and WHEREAS, the administration of the program will be under the control of the Michigan Council on Crime and Delinquency; and WHEREAS, your Committee recommends that the County of Oakland contribute 24.6% of the cost of said program which equals an amount of $41,126.00. NOW THEREFORE BE IT RESOLVED that the County of Oakland ap- proves the pilot program for community and appropriates the sum of $41,126.00 treatment for recidivist offenders for such program from the Contingent Fund to the Michigan Council on Crime and Delinquency. The Public Protection and Judiciary Committee, by Dennis M. Aaron, Chairman, moves the adoption Of the foregoing resolution. PUBLIC PROITECTION & -JUDICIARY COMMITTEE Dennis M. Aaron, hairman Moved by Aaron supported by Perinoff the resolution be adopted. The Chairman referred the resolution to the Finance Committee. There were no objections. March 4, 1971 FINANCE COMMITTEE REPORT RE: COMMUNITY TREATMENT FOR RECIDIVIST OFFENDERS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS MR. CHAIRMAN, LADIES AND GENTLEMEN: Pursuant to Rule 11c of this Board, the Finance Committee reports that there is the sum of $41,126.00 available in the Unappropriated Surplus. FINANCE COMMITTEE :lames M. Brennan', Chairman Moved by Aaron supported by Gabler that Resolution # 5622 be adopted. Discussion followed. The vote was as follows: AYES: Houghten, Lennon, Mainland, Mathews, Perinoff, Pernick, Richardson, Simson, Szabo, Wilcox, Aaron, Bawden, Brennan, Burley, Coy, Daly, Gabler, Hamlin, Harrison, Horton. (20) NAYS: Olson, Barakat. (2) A sufficient majority having voted therefor, the resolution was adopted.
