Wilcox, Ni Paul IL -aSpep r Tan June 18, 1970 5418 RESOLUTION NO, RE: TOLL-FREE TELEPE SERVICE LOCAL AFFAIRS COMMITTEE - Mr. Wi1c.ox TO THE OAKLAND COUNTY BOARD OF CUPISSIONERS MR, CHATRMAN, LADIES AND GENTLEMEN WHEREAS, many citizens of the County of Oakland have to pay toll charges to call the County Service Center; and WHEREAS, representatives of Michigan Bell Telephone Company have submitted a proposal for toll free service to those areas of the County that are presently paying toll charges to call the County Service Center; and WHEREAS, the present estimate of the number of additional trunk lines is 9 Birmingham exchange lines, 4 Northville exchange lines and 2 Holly exchange lines at a cost of $990.71 per month. NOW THEREFORE BE IT RESOLVED that to provide toll-free service for all residents of the County when calling the Oakland County Service Center, the County of Oakland acquire additional trunk lines as fol- lows: 9 Birmingham lines at 4 Northville lines a 2 Holly lines at i.30.i. per month 36,00 per month. 206,60 per month MR. Wilcox: This has been referred to Finance Comm. directly from Local Aff. They reported at our last meeting that they supported it in concept but they wished to wait until the next budget was formulated before attaching a fiscal note. So, for any action to be taken on this, I would assume you would have to suspend the rules or discharge the comm. Gabler: What is the feeling of the Fin.Comm. Patnales: They indicated they would consider it when the new budbet.... Gabler: Is there any reason for pushing this? Patnales: That is the question of discharging the Comm. which is before us and if there is no motion to discharge, then it would stand as is in the Fin.Comm. structure. Patnales: It takes 18 vts, to discharge and there is no motion on the floor to do that at the present tiqte. The Fin.C.reported on it at the last meeting. Moved by Brennan supp. Aaron that the Finance Comm. be discharged from consideration of the resolution and bring the matter before the Bd. referred back to F.C. 1 Noughten:,..1 would hope it would be Grba...Brennan...Houghten A 2/3rds vote not having been cast in favor of the motion, the motion lost. Houghten: The Fin.C, didn't object to the res.... Patnales: There is nothing before us. It is right where it was before. We will refer this formal res, to your comm. to await further action. Grba: Patnales: This isn't a concept. This is a res. Grba: You can pass all the resolutions you want to, but can't spend the money without a fiseal note. Patnales: That may be true in theory but under the rules we require that any expenditure of money must have a F.N. attached. There is nothing before the body . Moved by Wilcox supported by Olson the resolution be adopted. Discussion followed. Moved by Brennan supported by Aaron the Finance Committee be discharged from further consideration of the resolution. AYES: Mastin, Olson, Pernick, Richards, Walker, Aaron, Brennan, Coy. (8) NAYS: Grba, Hamlin, Horton, Houghten, Kasper, Mainland, O'Brien, O'Donoghue, Patnales, Powell, Richardson, Szabo, Wilcox, Bawden, Gabler. (15) A two-thirds vote not having been cast in favor of the motion, the motion lost. The ChairMan referred the resolution -to-the 'Finance Committee.
