RE: COUNTY-WIDE LAW ENFORCEMENT STATISTICAL
REPORTING SYSTEM

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
MR. CHAIRMAN, LADIES AND GENTLEMEN:
WHEREAS, there has been recommended to this Committee a pro-
ject entitled, the "Law Enforcement Statistical Reporting System";
and
WHEREAS, said Law Enforcement Statistical Reporting System

will aid in combating crime by creating Depository for
criminal information to be used by law enforcement agencies within
the County of Oakland; and
WHEREAS, the Oakland County Data Processing Center will be used
as the depository for the Law Enforcement Statistical Reporting
System; and
WHEREAS, the initial cost of the project is $131,300.00,
broken down in the following manner:
Federal Funding by Federal Grant $79,100.00
County of Oakland in kind matching
services such as salaries paid
Data Process Employees, etc.
County of Oakland Appropriation
$33,800.00
$18,900.00
NOW THEREFORE BE IT RESOLVED that the County of Oakland estab-
lish Phase I of the Law Enforcement Statistical Reporting System
designated as the "Law Enforcement Management System".
BE IT FURTHER RESOLVED that the Chairman of the Oakland County
Board of Commissioners be and is hereby authorized to make and execute an
application for the Federal Grant in the sum of $79,100,00 in the
form attached hereto.
MR. CHAIRMAN, on behalf of the Public Protection arid Judiciary
Committee, I move the adoption of the foregoing resolution.

RE: APPROPRIATION FOR COUNTY-WIDE
LAW ENFORCEMENT STATISTICAL REPORTING SYSTEM
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
MR. CHAIRMAN, LADIES AND GENTLEMEN
Pursuant to Rule 15-b of this Board, the Finance Committee
has reviewed the recommendations of the Public Protection and
Judiciary Committee to pay the sum of $18,900.00 for the purpose
of establishing Phase T of the Law Enforcement Statistical Reporting
System,
AND FINDS the sum of $18,900.00 to be available in the 1970
Contingent Fund and further moves that the sum of $18,900.00 be
appropriated from the 1970 Contingent Fund to the Criminal justice
Datacenter Appropriation.

WE PLAN TO DEVELOP A COMPUTER BASED CRIMINAL JUSTICE DATACENTER IN THE COUNTY
OF OAKLAND. THE SYSTEM WILL SERVE AS A CENTRAL REPOSITORY FOR MANAGEMENT IM— :
PROVEMENT INFORMATION THAT IS PERTINENT TO THE EFFECTIVENESS OF THE COURTS, ,
POLICE, AND CORRECTIONAL FACILITIES IN THE COUNTY. THE LONG RANGE OBJECTIVE '
IS TO PROVIDE THE MOST EFFECTIVE BALANCE BETWEEN CENTRAL INFORMATION SERVICE

-AND INDIVIDUAL AGENCY SUPPORT. THE SYSTEM WILL PROVIDE INCREASED SPEED AND

data processing division and NO funds have been designated specifi-
cally for criminal justice thus far.
CERTIFICATION
In accordance with the provisions of Title 1 of the Omnibus Crime Control and
Safe Streets Act of 1968, the applicant hereby certifies that Federal funds
will not be used to supplant or replace funds or other resources that would
otherwise have been made available for Law Enforcement and Criminal Justice.
The applicant further certifies that expenditures for Law Enforcement and
Criminal Justice (excluding Federal funds) will be at least as great as the
preceding fiscal year plus the average annual increase calculated above.
