IN RE: SUPPLEMENTAL AGREEMENT TO LABOR CONTRACT WITH OAKLAND COUNTY EMPLOYEES'
UNION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS representatives of the County of Oakland and the Oakland County
Employees' Union have continued to hold departmental discussions since the
conclusion of contract bargaining; and
WHEREAS the parties have reached agreement on certain supplementary
issues pertaining to salary rates for selected classes in Community Mental Health
which will result in long term salary and fringe benefit cost reductions; and
WHEREAS said agreement has been reduced to writing and reviewed by
your Personnel Committee which recommends approval of the agreement;
NOW THEREFORE BE IT RESOLVED that the supplemental agreement between
the County of Oakland and the Oakland County Employees' Union, be and the same
is hereby approved; and that the Chairperson of this Board on behalf of the
County of Oakland, be and is hereby authorized to execute said agreement, a
copy of which is attached hereto.
Mr. Chairperson, on behalf of the Personnel Committee I move the
adoption of the foregoing resolution.

SUPPLEMENTAL AGREEMENT TO
COLLECTIVE BARGAINIZ AGREEMENT
This agreement entered into on the day of June, 1984 between the
County of Oakland and the Oakland County Employees Union modifies the current
Collective Bargaining Agreement between the parties, as follows:
1. The employer will create a new classification of Mental Health Clinician
with the following 1984 and 1985 salary ranges:
Base 1 Year 2 Year 3 Year 4 Year 5 Year
1984: 20,000 21,500 23,000 25,000 27,000 29,000
1985: 20,924 22,493 24,063 26,155 28,247 30,340
2. The classifications of Social Worker and Clinical Psychologist shall be
eliminated by attrition. All vacant positions in these classifications
shall be reclassified to Mental Health Clinician at the time the Employer
decides to fill said vacancy and the vacancy will then be filled as a
Mental Health Clinician.
3. The classifications of Training Leader I and Training Leader II will be
eliminated as set forth in paragraphs 4-7 below. The Employer will
establish a new classification of Training Leader with the following 1984
and 1985 salary ranges:

1984: 14,300 15,300 16,300 17,300 18,300 19,300*
1985: 14,961 16,007 17,053 18,099 19,145 20,192*
4. All Training Leaders hired after June 1, 1984 will be hired at the base step
of the new Training Leader salary range and will progress through the range
in the traditional manner.
5. The employees in the classification of Training Leader II (David Henig and
Joan Waisanen) will be reclassified on or before August 1, 1984 to the class
of Training Leader, but will be "red-circled" at their 1984 and 1985
negotiated rate for Training Leader IT for the years 1984 and 1985. Future
increases for these employees will be as negotiated between the Union and the
Employer.

6. It shall be the intention of the Eutployet to move Training Leader I
employees on to the Training Leader salary schedule in the following manner:
(a) A minimum of two (2) Training Leader I employees will be placed at
the top step of the Training Leader salary range by January 1, 1985
and two (2) more by January 1 each year thereafter until all Training
Leader I employees are at the top of the new range.
(b) When vacant Social Worker or Clinical Psychologist positions are
filled by Mental Health Clinicians any resulting savings will be
first utilized toward covering the cost of upgrading the two (2)
most senior Training Leader I employees to the top of the new Training
Leader salary range as explained in 1.(a) above.
(c) Once the two (2) senior Training Leader I employees have reached the
top of the new Training Leader range in each year and the cost
recovered as provided in (b) above, any additional savings will be
spread equally to the rate of the remaining Training Leader I employees
until all of the Training Leader I employees are at the top of the new
Training Leader range.
(d) Training Leader I employees receiving an adjustment to their rate but
not advanced to the top step of the new Training Leader range will
remain "forced rated" at the adjusted rate but not placed in the new
range until such time as their salary rate reaches the level of the
top step of the new Training Leader range.
7. Funds available for escalating Training Leader I employees toward the top
step of the new Training Leader salary range will be determined by
calculating the difference in the annual salary rate paid to the employee
in a vacated position and the annual rate paid to the Mental Health Clinician
hired to fill the vacated position.
*Should the Childrens Supervisor class receive an increase during 1984
which raises the top step of the class above $19,300, then the top step
of the Training Leader class will be raised to match the Childrens
Supervisor class.

necessary to implement this agreement.
