RE: 1-696 Funding (Huntington Woods, Pleasant Ridge & Lathrup Village)
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen;
WHEREAS completion of 1-696 will become a reality; and
WHEREAS, 1-696 will encourage economic development and be a benefit
to all of Oakland County; and
WHEREAS, this Board of Commissioners has acknowledged the annual
cost in lost tax revenues as a result of both lost property and construction pay-
ments to the state; and
WHEREAS, this Board of Commissioners has, through Miscellaneous
Resolution #84046 dated March 22, 1984, appropriated monies in the amount of
$352,518. 80 to offset a portion of those costs for the cities of Royal Oak,
Oak Park and Southfield; and
WHEREAS, the annual tax cost on a percentage basis for the cities of
Huntington Woods. Pleasant Ridge and Lathrup Village far exceeds that of the
aforementioned cities; and
WHEREAS, it is unfair and inequitable to ask the cities of Huntington
Woods, Pleasant Ridge and Lathrup Village to bear such a disproportionately
heavy share of the burden for a pro fect which will benefit most county residents
under the current arrangement.
NOW THEREFORE BE IT RESOLVED that, in order to achieve "equality
of sacrifice" for this project, the Oakland County Board of Commissioners
appropriates $79,050 to bring the percent of total tax cost for Huntington Woods,
Pleasant Ridge and Lathrup Village in line with the average for Royal Oak,
Oak Park and Southfield.
BE IT FURTHER RESOLVED that the Oakland County Board of
Commissioners consider this appropriation necessary to maintain this equality
of sacrifice in future budgets.
Mr. Chairperson, I move the adoption of the foregoing resolution.
