IN RE: MR 89325-Use of Recycled Products by County Departments
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen;
The Planning and Building Committee, having reviewed the
above referenced resolution on January 30, 1990, and again on
February 27, 1990, reports with the recommendation that the resolution
be adopted.
The Planning and Building Committee further recommends
approval of the Policy for Purchase and Use of Recycled Products, dated
February 27, 1990
Mr. Chairperson, on behalf of the Planning and Building
Committee, I recommend acceptance of the foregoing report.
PLANNING AND BUILDING COMMITTEE
POLICY FOR USE AND PURCHASE OF RECYCLED PRODUCES
March 8, 1990
I. Purpose
To actively participate in a program of solid waste management and promote
the use of recycled products in compliance with Miscellaneous Resolution
#89325 dated 11/30/89.
II. Scope
This policy applies to all county departments and all county employees.
III. Procedure
Oakland County is actively engaged in the development and management of
solid waste disposal.
The county recognizes the value of recycling and has initiated a program of
collecting items for reuse. To further the effectiveness of recycling, the
county shall use recycled products in accordance withthis memorandum.
The Purchasing Division shall employ every effort to use recycled products
whenever feasible and economically reasonable. In consideration for use,
such products must be demonstrated to meet functional requirements of the
using agency.
Furthermore, the Purchasing Division shall revise any product specifications
that directly or indirectly preclude the use of recycled products.

Re: USE OF RECYCLED PRODUCTS BY COUNTY DEPARTMENTS
Date: November 30, 1989
Ladies and Gentlemen:
WHEREAS, Oakland County is actively engaged in the development
and management of solid waste disposal; and
WHEREAS, in order to avert a crisis in solid waste, not only must
the County develop a solid waste disposal system, it must also educate
and promote citizen awareness of how to protect our environment and
conserve our limited natural resources;
WHEREAS, the County recognizes the value of recycling and has
undertaken a program of collecting items for re—use, but has no
comprehensive program for the purchase and use of recycled products;
and
WHEREAS, any viable recycling program requires active
participation in both the collection of refuse for recycling and the
use of recycled products.
NOW THEREFORE, BE IT RESOLVED that the Oakland County Board of
Commissioners does hereby institute a policy of purchasing and/or
using recycled products whenever feasible and does direct that the
County Executive instruct the Director of Management and Budget to
have the Purchasing Department develop a policy for submission to,
and approval of, the Board of Commissioners which utilizes recycled
products whenever feasible.
Mr. Chairman, I move the adoption of the foregoing resolution.

Moved by Chester supported by Pappageorge the Planning and Buildim
Committee Report be accepted.
A sufficient majority having voted therefor, the report was accepted.
Moved by Chester supported by Oaks the resolution be adopted.
Moved by McCulloch supported by Pappageorge the resolution be amended
by changing the NOW THEREFORE BE IT RESOLVED paragraph to read:
'NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
does hereby adopt and institute the attached policy of purchasing and/or using
recycled products."
A sufficient majority having voted therefor, the amendment carried.

Calandro, Chester, Huntoon, Jensen, Johnson, R. Kuhn, Luxon, McCulloch, McPherson,

A sufficient majority having voted therefor, the resolution, as amended,
was adopted.
