Kuhn, Jr., Chairperson IN RE: COMMUNITY DEVELOPMENT DIVISION - 1990-91 COMMUNITY DEVELOPMENT BLOCK GRANT SUMMARY OF PROPOSED ACTIVITIES/APPLICATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS: Mr. Chairperson, Ladies and Gentlemen: WHEREAS, the County of Oakland by Miscellaneous Resolution #6961 of January 23, 1975 declared its intention to become designated as an Urban County under the Federal Housing and Community Development Act of 1974, as amended; and WHEREAS, this act was designed to consolidate many of the categorical grant programs into one Block Grant Program placing authority and responsibility with local officials as to community needs and priorities; and WHEREAS, the County of Oakland has been allocated a Community Development Block Grant (CDBG) of $3,483,000.00 in federal funds; $641,506.84 of County Program Income and $3,210.00 of Community Program Income that equals a total of $4,127,716.84 of funds to be distributed among the 49 participating units of government and public hearings have been held by each community and the county concerning use of these funds; and WHEREAS, the Community Development Citizens Advisory Council has recommended approval by an 11-0 roll call vote of the proposed Community Development Block Grant Allocation Summary of Proposed Activities; and WHEREAS, there are no county funds required for this grant and this application has been reviewed and approved by Corporation Counsel. !'!1: 7075:GOING RESOLUTION NOW THEREFORE BE IT RESOLVED that the Chairman of the Oakland County Board of Commissioners is hereby authorized to sign and file an application for the 1990-91 Community Development Block Grant Funds under the Federal Housing and Community Development Act of 1974, as amended, in accordance with the attached Summary of Proposed Activities. Wagoner Arlene Walt Dorothy Webb ill INTRODUCTION The Housing and Community Development Act of 1974 indicated that the nation's cities, towns and smaller urban communities faced critical social, economic and environmental problems caused by population growth and inadequate public and private investment in housing and other physical activities. The Act indicates that there were three objectives of the legislation. They are: 1. address the needs of low and moderate income people including senior citizens and the handicapped; 2. the elimination of slum and blight conditions; and 3. meet urgent community needs where existing conditions pose a serious and immediate threat to the health or welfare of a community where other financial resources are not available to meet such needs. Each year the Community Development Division prepares and submits an application for Community Development funds distributed by the U.S. Department of Housing and Urban Development. This submittal will be the sixteenth application for funds. During this time, over $66,000,000 have been available for Community Development Block Grant projects. The 1990-1991 Community Development Block Grant application has been compiled to reflect receiving $3,519,000 in 1990 from the U.S. Department of Housing and Urban Development. With County and community program income, the funds for the Block Grant Program for 1990-91 total $4,163,716.84. The 49 communities participating in the program will receive the same funding as they did in 1989. It is anticipated that HUD will release the funds during the latter part of May or early June. Upon receiving notification that HUD has released the funds, the communities will be notified that they may spend their allocations. Funds allocated to each activity GAL/kjf 2/2/90 EXPLANATIO A 1990-1991 PROJECT SUMMARY SHEET aDla ACTIVITY NO 196-12-10-7570 CITY OF AUBURN BILLS ACTIVITY (CRITERIA) SIDEWALK IMPROVEMENTS (A) (1) ALLOCATION $43,863.00 A five foot wide sidewalk extending 1440 lineal feet from Walton Blvd. on the south to Birchfield Blvd. on the north will be constructed on the west side of N. Squirrel Road. This project will benefit the residents of Census Tract 1084.03 Block Group 9 that has 51.05 percent low and moderate income people. The project will be initiated in the summer and completed in the fall of 1990. 8,771.00 196-12-10-7420 PUBLIC SERVICE ACTIVITY (A) (3) Home chore services will be made available to low and moderate income, senior citizen and handicapped people. Chore services include but are not limited to: snow and ice removal; yard care; tree service; interior and exterior cleaning. This is an ongoing activity. TOTAL $58,483,00 ACTIVITY NO. 1990-1991 CDBG PROJECT SUMMARY SHEET CITY OF BERKLEY ACTIVITY (CRITERIA) ALLOCATION 196-13-10-7440 RECREATION EQUIPMENT (A) (2) $54,545.00 196-13-10-7075 196-13-10-7680 Recreation and playground equipment designed for use by handicapped residents will be purchased and installed in Oxford PTA Park (Oxford and Oakshire), Jaycee Park (Webster and Bacon) and the tot lot at Cambridge and Cass. Barrier free improvements would also be installed to facilitate the use of new equipment by the handicapped. The new equipment and facilities will be purchased and installed during the summer of 1990. CODE ENFORCEMENT (B) (2) 13,636.00 One part-time staff person will be retained to enforce existing City of Berkley codes. These activities will address and reduce slum and blighted conditions that exist in the identified Commercial Assistance Program areas. TOTAL $70,141.00 ALLOCATION $36,365.00 1990-1991 CDBG PROJECT SUMMARY SHEET ACTIVITY NO. 196-62-10-7030 CITY OF BIRMINGHAM ACTIVITY (CRITERIA) BARRIER FREE IMPROVEMENTS (A) (2) Barrier free improvements will be made to two city facilities: 196-62-10-7440 1. Municipal Building Entrance ($18,183.00) Construct barrier free entrance to the Pierce Street entrance of the Municipal Building located at 151 Martin Street. 2. Springdale Park Restrooms ($18,182.00) Provide barrier free access to restrooms at Springdale Park, 300 Strathmore. The two projects identified above will be initiated in the Spring of 1990 and completed in the Spring of 1991. RECREATION EQUIPMENT (A) (2) 9,090.00 Recreation equipment will be purchased for two parks: 1. St. James Park located in Census Tract 1029, Block Group 2 that has 42.31 percent low and moderate income people. The park is bordered by the following streets: Lincoln (N); Bennaville (S); Edgewood (W) and Grant (E). ACTIVITY NO 1990-1991 PROJECT SUMMARY SHEET CITY OF BIRMINGHAM (cont.) ACTIVITY (CRITERIA) ALLOCATION 2. Howarth Park located in Census Track 1029, Block Group 3 that has 49.86 percent low and moderate income people. The park is bordered by the following streets: Grant (W); Cummings (E); Emmons (N) and Davis (S). The equipment will be purchased and installed during the Summer of 1990. 196-62-10-7305 MINOR HOME REPAIR (A) (2) 2,308.00 Provide minor home repair grants to eligible low and moderate income homeowners to make needed repairs, minor improvements or remove hazardous conditions in their home. This program will be administered by the Birmingham Area Seniors Coordinating Council. Minor home repair may include but are not limited to: safety inspections, installation of door locks, hot water heaters, sewer cleaning, minor roof repairs, minor plumbing repairs, painting, downspouts and gutters, minor heating repairs, weather stripping, insulation, window repairs, installation of handrails and grab bars. The program will begin when funds are released and terminate when the funds are utilized. Projects will include but are not limited to yard clean-up, cleaning and installing storm windows and cleaning gutters and downspouts. The program will begin when funds are released and terminate when the funds are utilized. NOTE: CURRENT HOUSEHOLD DIRECT BENEFIT ACTIVITY INFORMATION MUST BE SUBMITTED PRIOR TO RECEIVING REIMBURSMENT FOR THIS ACTIVITY: TOTAL $50,070.00 CITY OF CLAWSON ACTIVITY NO ACTIVITY (CRITERIA) ALLOCATION 1990-1991 i*C PROJECT SHEET 196-14-10-7030 BARRIER FREE IMPROVEMENTS (A) (2) $13,637.00 196-14-10-7595 The City will remove architectural barriers in all sidewalks on a city-wide basis. This will benefit senior citizen e and the handicapped. This is a continuation of a 1987 program year project. The project will begin in June 1990 and be completed by the end of 1990. STREET IMPROVEMENTS (A) (2) 41,236.00 Remove and replace deteriorating pavement in low and moderate income areas. Boundaries of the two areas are: 1. Rochester Road (E), Fourteen Mile Road (N), South Main (W) and Walper, Bellevue and Parkland on the South (CT 1027.01, Block Group 4 with 53.94 percent low and moderate income people). 2. South Main (E), Fourteen Mile Road (N), Nahma (W) and Tacoma (S). (CT 1027.05 Block Group 2 with 58.75 percent low and moderate income people). Low and moderate income people will benefit. This is a multi-year project that has been funded previously. The project will begin in June 1990 and be completed by the end of 1990. TOTAL $54,873.00 -6- 1990-1991 OJECT SUMMARY SET ALLOCATION $28,769.00 ACTIVITY NO. 196-15-10-7110 196-15-10-7240 CITY OF FARMINGTON ACTIVITY (CRITERIA) DOWNTOWN REVITALIZATION (H) (2) Efforts will be directed toward revitalizing the Central Business District (along Grand River from Oakland to Mayfield) by removing slum and blight conditions. Activities will include the reconstruction of sidewalks and the installation of pedestrian lighting. This is a continuation of an existing program. Activities will be completed between May 1 and September 30, 1990. Specific activities must be submitted and approved for eligibility by the Oakland County Community Development Division prior to initiation. It will be necessary to provide OCCD with the required public facility improvement documentation prior to obligating or expending 1990 CDBG funds. Funds expended on these activities without acceptable documentation will not be reimbursed. HOUSING REHABILITATION (A) (2) 6,819.00 Provide a housing rehabilitation program for low and moderate income homeowners. This activity will be administered through the Oakland County Community Development Home Improvement Program. Eligibility will be established in accordance with current program guidelines. TOTAL $35,588.00 -7- CITY OF FERNDALE ACTIVITY NO ACTIVITY (CRITERIA) ALLOCATION 196-16-10-7075 CODE ENFORCEMENT (A) (2) $64,000,00 1990-1991 CiDv' PROJECT SUMMARY SHEET Retain personnel to perform code enforcement activities in Ferndale except in Census Tract 1010.03, Block Group 8 that has 27.52 percent low and moderate income people. The exempt area is bounded by the Pleasant Ridge boundary on the north; Oak Park boundary on the west; Pinecrest, Oakridge and Livernois on the east and Ten Mile Road on the south. The Code Enforcement project activity will address community problems such as dilapidated and deteriorating houses and garages, dwelling unit safety and comfort, abandoned and inoperable vehicles, rodent harborage and general housekeeping conditions of property. The enforcement efforts are directed toward conditions in the community that directly affect citizen perception of their community and living environment. This is an ongoing activity. 196-16-10-7305 MINOR HOME REPAIR (A) (2) Provide minor home repair grants to eligible low and moderate income homeowners to make needed repairs, minor improvements and/or remove hazardous conditions in their home. It is anticipated that assistance will be given to an estimated 25 homeowners under guidelines adopted by the Ferndale City Council on July 11, 1988. This is an ongoing activity. TOTAL $129,998.00 196-17-1077305 MINOR HOME REPAIR (A) (2) 5,583.00 1990-1991 —0JECT SUMMARY SHEET ACTIVITY NO. 196-17-10-7240 CITY OF HAZEL PARK ACTIVITY (CRITERIA) HOUSING REHABILITATION (A) (2) ALLOCATION $70,000.00 Provide an expanded housing rehabilitation program for low and moderate income homeowners. This activity will be administered through the Oakland County Community Development Home Improvement Program. Eligibility will be established in accordance with current program guidelines. Approximately ten (10) additional houses will be rehabilitated in addition to those houses rehabilitated through the County's regular yearly program. Minor repairs will be made to the houses of senior citizens, handicapped and low and moderate income people within the City of Hazel Park. Examples of work to be performed include: electrical and plumbing repair; painting; window replacement; ramping; hand rail installation and other minor repairs. This program will be directed toward controlling blight throughout the community. Monies for the local administration of the CDBG program. TOTAL $111,679.00 196-18-10-7420 PUBLIC SERVICES ACTIVITY (A) (3) $2,120.00 ACTIVITY NO. 1990-1991 CDBG PROJECT SUMMARY SHEET CITY OF HUNTINGTON WOODS ACTIVITY (CRITERIA) ALLOCATION A Senior Citizen Outreach Coordinator will be funded to assist the Recreation Program Supervisor in planning, developing, organizing and implementing a diversified recreation program for citizens. The City is limited to 15% of their grant allocation to public service activities. NOTE: CURRENT PERSON DIRECT BENEFIT ACTIVITY INFORMATION MUST BE SUBMITTED PRIOR TO RECEIVING REIMBURSEMENT FOR THIS ACTIVITY. 196-18-10-7040 BEAUTIFICATION (B) (2) 5,909.00 The City will improve the landscaping along Coolidge Road from 11 Mile Road to the 10 Mile Service Drive. Coolidge Highway was widened during 1987 resulting in the elimination of established landscaping. This program will establish a landscaping program to improve the visual appearance along Coolidge Highway and help to screen the residents from increased traffic on Coolidge Highway. Such activities will address blighted conditions along Coolidge Highway. It will be necessary to provide the Oakland County Community Development Division with the required public facility improvement documentation prior to obligating or expending 1990 CDBG funds. Funds expended on these activities without acceptable documentation will not be reimbursed. CITY OF INGTOW WOODS (cont.) UMT ACTIVITY NO. ACTIVITY (CRITERIA) ALLOCATION 196-18-10-7440 RECREATION FACILITIES (A) (2) 3,636.00 1990-1991 CDEIG PROJECT u .Y SHEET 196-18-10-7240 HOME IMPROVEMENT PROGRAM (A) (2) 1,764.00 The City will produce a video tape explaining the eligibility requirements and how to apply for the Home Improvement and Rental Rehab programs. The tape will be made during the summer of 1990. Low and moderate income people will benefit. Two shuffleboard courts located in Senior Park near the City Hall at 26815 Scotia at 11 Mile Road will be reconstructed. Senior citizens will benefit from the project. Construction is slated to begin on or about June 1, 1990. It is anticipated that the project will take two weeks to complete. 196-18-10-7680 CONTINGENCY (2) 709.00 Monies for cost overruns in established CDBG project accounts. TOTAL $14,138.00 ACTIVITY NO 196-19-10-7595 ACTIVITY (CRITERIA) STREET IMPROVEMENTS (A) (2) ALLOCATION $16,712.00 1990-1991 wr:. PROJECT SUMMARY SHEET CITY OF KEEGO HARBOR The City will reconstruct two (2) streets: (1) Grove Street from Cass Lake to Cass Lake Road and (2) Beechmont between Stennett and Wilbur. CDBG funds may not be used for maintenance activities such as patching or crack filling. If additional streets are to be reconstructed, the City will have to submit a description change prior to obligating or contracting for the project. The above two projects will be initiated and completed in early Summer 1990. Keego Harbor has 49,77 percent low and moderate income residents. TOTAL $16,712.00 ALLOCATION $1,181.00 1990-1991 CMG PROOECT SUMMARY SHEET CITY OF LAT:•UP VILLAGE ACTIVITY (CRITERIA) 196-20-10-7420 PUBLIC SERVICE ACTIVITY (A) (3) Home chore services will be made available to senior citizens and the handicapped. This equipment will be specifically designed for senior citizens. 196-20-10-7305 MINOR HONE REPAIR (A) (2) 2,063.00 A minor home repair program will offer senior citizens, low and moderate income and handicapped people small repair services. Such activities will include carpentry, electrical, plumbing, painting, insect and rodent control. Community Services of Oakland County will be contracted to provide the services for this program. ACTIVITY (CRITERIA) ALLOCATION Funds will be expended for the continuation of the planning study that examines the effect of the 1-696 expressway that is presently under construction. TOTAL $7,873.00 196-21-10-7075 CODE ENFORCEMENT (A) (2) $36,363.00 ACTIVITY NO 1990-1991 CUM PROJECT SUMMARY SHEET CITY OF MADISON HEIGHTS ACTIVITY (CRITVRIA) ALLOCATION Code enforcement personnel will be paid to ensure that all property owners comply with the codes and ordinances of Madison Heights. Activities will include on-site inspections for residential, commercial and adjoining properties for code violations and to initiate appropriate enforcement actions. Assistance will be provided to educate property owners of self-help actions, referrals to agencies and City Departments that will provide assistance to obtain compliance by cited parties. Additional responsi- bilities will include preparation of documents, reporting procedures, inspections and court appearances. Code enforcement activities paid with CDBG funds may only be conducted in the following low and ••serate income areas: Census Tract 1001.01 with 54.13 percent low and moderate income people and the area south of 12 Mile Road that has 40.25 percent low and moderate income people. This is an ongoing activity. 196-21-10-7305 MINOR HOME REPAIR (A) (2) Funds will be used to provide minor home repairs for low and moderate income people, senior citizens and handicapped. This program is designed to assist the very low income single-family residential property owner. Assistance will be provided in situations of extreme emergency for the repair and/or replacement of minor rehab activities such as: replacement or repair of furnaces; replacement or repair of hot water heaters; repair or replacement of roofs and the repair of electrical and plumbing systems or other minor rehab items necessary for the well-being of families. Grant assistance will be provided in accordance with established guidelines designed for the Emergency Rehab Repair Program and adopted by City Council. Income eligibility will be in accordance with BUD Section 8 guidelines. They are: 1. Installation of a sidewalk from the intersection of East Burdick and Glaspie Roads eastward along Lakeville Road to the Oxford School property line at the eastern village boundary. This project w:.11 be initiated in May 1990 and be completed in the fall of 1991. 2. Sidewalks will be reconstructed throughout an area bounded on the north, west and south by the Village boundary and Glaspie Road on the east. The project will be initiated in the spring of 1991 and be completed in the fall of 1991. These to projects will service the people in Census Tract 1121, Block Groups 6 and 7 that contain 42.62 and 51.35 percent low and moderate income people, respectively. DRAINAGE IMPROVEMENTS (A) (1) 2,272.00 Storm water catch basins will be reconstructed on the following streets: Powell, Davison, Crawford, East and West Burdick streets. This project will eliminate standing storm water from the streets. The project will begin in the spring of 1991 and be completed in the fall of 1991. TOTAL $12,774.00 1990-1991 PROJECT SUPRY SHEET LZFE VILLAGE OF WOLVERINE LAKE ACTIVITY (CRITERIA) BARRIER FREE IMPROVEMENTS (A) (2) Barrier free improvements will be constructed in the Village Hall located at 425 Glengary Road. Materials will be purchased for a handicap ramp on the north side of the building. Activities will begin in May 1990 and be completed by October 1990. This is a continuing project. ALLOCATION $9,163.00 PLANKING AND/OR MANAGEMENT (3) 2,727.00 A Lake Improvement Feasibility Study will be conducted to evaluate the impact of the Greenaway Drain on the water quality of Wolverine Lake. A copy of the report must be submitted to the Community Development Division upon its completion. This is an ongoing project. PUBLIC SERVICES (A) (3) 2,000.00 A senior citizens chore services program will be administered by OLHSA. Activities will include, but are not limited to, lawn mowing, gutter and downspout cleaning, trimming bushes, snow shoveling, yard work and house cleaning including carpets, attics, basements, and wall, window and floor washing. This actiity will begin when funds become available and ends when funds are depleted. NOTE: CURRENT HOUSEHOLD DIRECT BENEFIT ACTIVITY INFORMATION MUST BE SUBMITTED PRIOR TO RECEIVING REIMBURSEMENT FOR THIS ACTIVITY.
