SKARRITT, CHAIRPERSON IN RE: INSTITUTIONAL AND HUMAN SERVICES /COMMUNITY MENTAL HEALTH - TRANSFER OF SPECIFIC STATE CONTROL OF SUPPORTIVE EMPLOYMENT PLACEMENTS FOR THREE INDIVIDUALS TO THE OAKLAND cot= BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, the CMR Board currently provides outpatient services to three individuals, while the Michigan Department of Mental Health through the Macomb Oakland Regional Center (MORC) provides day program, specifically supportive employment placements; and WHEREAS, the MORC has suggested that the day programming responsibility be transferred to the CHH Board for these three individuals, so that program continuity will be maintained; and WHEREAS, total annual cost of this program is estimated at $30,780, of which $27,702 is State supported and $3,078 is County Match; and WHEREAS, funds are available in The State Services-Local Match item in the CHR Budget to cover the Local Match, no additional County funds are required; and WHEREAS, the program will be operated as a contractual service by the MI Board, thus no County personnel will be required. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the transfer of specific state control of supportive employment placements for three individuals to the Oakland County CHR Board. General Government Committee iY APPROVI THE FOREGOING RESOLUTION K2 OAKLAND COUNTY COMMUNITY MENTAL HEALTH SERVICES BOARD TRANSFER OF SPECIFIC STATE CONTROLLED DD PROGRAM SUPPORTED EMPLOYMENT PLACEMENTS ( SEP ) FOR THREE INDIVIDUALS Within the spectrum of services to our Developmentally Disabled population, there are three persons living in their natural homes who are receiving appropriate CMH outpatient services, but their day programming needs are being supplied by the Macomb Oakland Regional Center (MORC). This arrangement was made years ago when the three persons were in critical need of a day program and CMH did not have sufficient funds to purchase the required placements. At that time, MORC agreed to and did, in fact, provide Supported Employment Programming for all three through their budgeted allocation. They are now suggesting that this Supported Employment responsibility and related funding be transferred to CM-, so that we can maintain continuity of both outpatient and day program services. Because this is a transfer of an existing service, there is no additional local match required. The County share of $3,078 can be transferred from the "State Services - Local Matdh" line item.
