PREMARITAL COUNSELING REGARDING SEXUALLY TRANSMITTED DISEASE
AND HUMAN IMNIUNOSUPRESSANT VIRUS (HIV)
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Michigan Public Health Code, as amended by Public Act
491 of the Public Acts of 1988, requires marriage license applicants to obtain
premarital counseling regarding the transmission and prevention of venereal
disease and human irnfnunosuppressant virus (HIV) infection and allows
physicians or local health departments to provide said counseling; and
WHEREAS the Oakland County Health Division has been offering this
service option to the citizens of Oakland County on a limited basis since
April, 1989; and
WHEREAS Miscellaneous Resolution #89099, as amended, requires review
and approval prior to June 1, 1990, to continue the premarital counseling
program; and
WHEREAS the Health Division would like to continue to offer this
service on a limited basis; and
WHEREAS this service has been well received and constitutes one
aspect of the Health Division's communicable disease prevention and control
effort.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the continuation of the premarital counseling program
provided through the Oakland County Health Division.
Mr. Chairperson, on behalf of the General Government Committee, I
move the adoption of the foregoing resolution.

SUBJECT: Review and Approval to Continue Health Division AIDS Premarital
Counseling Activity
Pursuant to Miscellaneous Resolution #89099 I am reporting back to the General
Government Committee for review and approval, prior to June 1, 1990, to
continue the Health Division's premarital AIDS counseling program. Following
is a summary of our activity:
With the enactment of Public Act 491 of
the Health Division established limited
both its north and south offices. The

• According to the Oakland County Clerk's Office, approximately 20,000
persons apply for marriage licenses in Oakland County annually. Many of
these individuals (44%) plan to marry during the months of May, June, July,
and August.
. First and foremost these sessions focus on health education to prevent the
transmission of venereal disease and HIV infection, and, to offer testing
for venereal disease and HIV infection.
. Each session has appointments available for 50 persons for a total of 100
clients/week. Each client is encouraged to seek this service through their
personal physician before enrollment in the Health Division's program.
• These sessions are provided by seven designated Health Division staff on a
rotational basis. No additional staff are required to provide this
service.
There has been no increase in the number of sessions offered and no
increase is anticipated.

. In May 1989 the Board of Commissioners authorized the Health Division to
charge a fee for premarital AIDS counseling. The established fee is
$15.00/person or $20.00/couple to encourage prospective marital partners to
attend the session together.
• From May 1989 through early March 1990 the health Division has served 3,905
clients and generated $33,945 in revenue.
. In response to an interest expressed by the Southeast Michigan Hospital
Association, the Health Division contacted all ten hospitals operating in
Oakland County and facilitated the establishment of hospital sponsored
premarital AIDS counseling programs. To date, four hospitals have provided
counseling sessions. These hospitals are Providence, Crittenton, Oakland
General, and Huron Valley.
. The Health Division's premarital counseling sessions have been generally
well received and have provided an opportunity for many county residents to
become aware of the other services provided by Oakland County government
through its Health Division.
The Health Division has legal responsibility for the prevention and control of -
communicable disease including the prevention and control of AIDS. The
premarital AIDS counseling program is one aspect of the Health Division's
overall effort in fulfilling this responsibility and should be continued since
client request for this service continues to be strong; since the Health .
Division has been able to provide this Service within its existing resources;
and since discontinuance of this service would further reduce an already
limited access to legally mandated premarital AIDS counseling.

Committee in its deliberations.
