SKARRITT, CHAIRPERSON IN RE: DEPARTMENT OF INSTITUTIONAL AND HUMAN SERVICES/COMMUNITY MENTAL HEALTH - SPECIALIZED SUPPORTED INDEPENDENCE PROGRAM PLACEMENT TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Michigan Department of Mental Health (DMH) has asked the Community Mental Health Board to dev'elop an appropriate residential placement for one (1) young adult with specialized needs; and WHEREAS CMH staff proposes with CMH Board and State approval, to place this individual in a "supported independence program" with Adult Learning Systems (beginning June 1,1990), an organization that already contracts with the CMH Board; and WHEREAS total annual cost for this placement equals $29,063, of which $28,557 will be State supported and $506 will be County match; and WHEREAS this placement will be conducted through a contractual service, thus no additional County personnel are required. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accepts the supported independence residential placement of this one (1) individual with special needs. Mr. Chairperson, on behalf of the General Government Committee, I move the adoption of the foregoing resolution. GENERAL GOVERNMENT COMMITTEE SPECIALIZED "SUPPORTED INDEPENDENCE PROGRAM" PLACEMENT This proposal is to provide a "Supported Independence Program" or SIP • (semi-independent, supervised apartment) placement for one young adult with specialized needs". As an adolescent he was in various placements through Fairlawn Center, and now that he is an adult the Michigan Depart- ment of Mental Health has asked Community Mental Health to develop an appropriate residential program for him. CMH staff have reviewed the specific service needs of this young man and developed a proposal which the State has accepted, to place him in a SIP bed through Adult Learning Systems, an organization which already contracts with the Community Mental Health Services Board. The State's funding authorization requires County match in the amount of $506, applying only to the "Psychologist" and "Medical/Dental" line-items, since the remaining services are residential and therefore a100% State expense.
